Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6. This announcement constitutes the only solicitation; quotations are requested and a written solicitation will not be issued.
The Department of Homeland Security (DHS), U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP) Tucson Sector, requires rental, servicing, and maintenance of portable restrooms and handwash stations at stations, checkpoints, and remote locations throughout the Tucson Sector. Services include delivery, setup, cleaning, restocking, black/gray water removal, and emergency response, in accordance with the Statement of Work (SOW).
Requirement
The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to perform sector‑wide portable restroom and handwash station rental, servicing, and maintenance, as described in Attachment 1 (Statement of Work). This includes, but is not limited to:
• Providing the required quantity and type of portable restrooms and handwash stations at the locations identified in Attachment 2 (Pricing Schedule);
• Performing routine and emergency servicing, to include cleaning, restocking, and black/gray water removal;
• Coordinating delivery, pickup, relocation, and replacement of units as required by USBP Tucson Sector; and
• Complying with all applicable federal, state, and local laws and regulations.
Instructions to Quoters
Quotes shall be submitted in PDF format by email to CHRISTOPHER.PATAO@cbp.dhs.gov no later than June 24, 2026, 5:00 PM Eastern Time. A complete quote consists of:
- A completed and signed SF 1449 (Solicitation/Contract/Order for Commercial Products and Commercial Services), with blocks 17a and 30a–c completed.
- A completed Pricing Schedule (Attachment 2) with unit prices for all contract line items for the base period and all option periods, and a total evaluated price.
- A technical narrative describing the quoter’s capability and approach to meet all requirements in the SOW, including, e.g.:
• Ability to provide all required equipment (portable restrooms and handwash stations);
• Service coverage for all locations and required servicing frequencies;
• Compliance with cleaning, waste removal, and regulatory requirements; and
• Emergency response capability and schedule management. - Any additional representations and certifications specifically requested in the solicitation that are not already covered by the quoter’s active registration in the System for Award Management (SAM).
- Acknowledgment of any solicitation amendments.

Evaluation
The Government intends to make a single award using a Lowest‑Priced Technically Acceptable (LPTA) source selection. Quotes will be evaluated as follows:
• Technical (non‑price): Ability to meet all requirements in the Statement of Work (SOW), to include all required supplies, services, and maintenance. Technical will be evaluated on an Acceptable/Unacceptable basis. A quote is Acceptable if it meets the requirements of the SOW.
• Price: Each item on Attachment 2 (Pricing Schedule) will be evaluated for price reasonableness. The total evaluated price will include the base period, all option periods, and the potential extension of services under FAR 52.217‑8.
• Responsibility: The Contracting Officer will make an affirmative determination of responsibility in accordance with FAR 9.104 prior to award.
Award will be made to the responsible quoter whose quote is technically acceptable, lowest‑priced, and conforms to the solicitation. The Government reserves the right to award without discussions.
