This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.
The U.S. Forest Service, Okanogan-Wenatchee National Forest, Cle Elum Ranger District, requires a commercial service contract for the rental, delivery, placement, regular servicing, and ultimate removal of approximately (30) portable sanitation units distributed across fourteen (14) recreation campgrounds.
The Contractor must possess or have guaranteed lease access to provide the following minimum inventory from day one of performance.
- Standard Units: Approximately twenty-six (26) structurally sound portable toilets equipped with functional hand sanitizer dispensers and toilet paper rollers
- ADA-Compliant Units: Approximately four (4) portable toilets fully conforming to the requirements of the Americans with Disabilities Act

- Anchor & Security: All units must be securely staked or otherwise anchored immediately upon delivery to prevent tip-overs or blow-overs.

Your package must contain the following four elements to be evaluated for award

- Completed Schedule of Items: Complete the required Excel schedule of items/price list. Fixed unit rates must be quoted for all Contract Line Items (CLINs) for the Base Period and all 4 Option Years. Proposed unit rates must remain firm-fixed despite any budget-driven downward changes in final quantities.
- Technical Capability Statement: A brief presentation confirming your total fleet size, pumping truck functionality for remote forest routes, unit inventory, and the legal physical address/name of any local subcontractors being utilized.
- Past Performance Sheet (Max 2 Pages): List up to three (3) similar projects successfully executed within the past 3 years, complete with valid point-of-contact details for references.
