This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.


The U.S. Forest Service, Okanogan-Wenatchee National Forest, Cle Elum Ranger District, requires a commercial service contract for the rental, delivery, placement, regular servicing, and ultimate removal of approximately (30) portable sanitation units distributed across fourteen (14) recreation campgrounds.


The Contractor must possess or have guaranteed lease access to provide the following minimum inventory from day one of performance.


  • Standard Units: Approximately twenty-six (26) structurally sound portable toilets equipped with functional hand sanitizer dispensers and toilet paper rollers 
  • ADA-Compliant Units: Approximately four (4) portable toilets fully conforming to the requirements of the Americans with Disabilities Act  

Core Scope of Work 


  • Anchor & Security: All units must be securely staked or otherwise anchored immediately upon delivery to prevent tip-overs or blow-overs.
  • Routine Servicing: Units require thorough servicing 1 time per week, with the government retaining the explicit option to increase servicing up to 2 times per week for select high-use sites.
  • Service Standards: Every sanitation cycle must include a comprehensive pump-out of liquid and solid sewage, spill cleanup, interior/exterior scrubbing and disinfecting with mild detergent to a 100% sanitary standard, blue chemical deodorizer charging, and full consumable replenishment.
  • Consumables: Minimum of two (2) full rolls of toilet paper and a filled hand sanitizer dispenser per service.
  • Service Log: A physical cleaning schedule must be affixed to the outside of each toilet, which the technician must initial and date at the conclusion of every service visit.

Period of Performance


The contract structure comprises one (1) Base Period estimated to begin June 22nd - April 30th 2027 and four (4) 12-month Option Periods.


The specific annual operational windows for field delivery, rental, services and removal are structured as follows 


  • Base Period: June 22, 2026 to September 11, 2026
  • Option Period 1: May 28, 2027 to September 10, 2027
  • Option Period 2: May 26, 2028 to September 9, 2028
  • Option Period 3: May 25, 2029 to September 8, 2029
  • Option Period 4: May 24, 2030 to September 7, 2030

Place of Performance


All delivery locations are flagged in advance by Forest Service personnel utilizing orange and yellow/black striped flagging. Geographically, the fourteen (14) sites are grouped across five remote corridors with various gravel access constraints.


  • Cle Elum Valley (~18 miles from station, 1 mile gravel): French Cabin (Roads 4308, 4308111, 4309), Morgan Creek (Road 4300118), Dry Creek (Road 4300120), Cooper Bridge (Road 4600), and Owhi Boat Launch (Road 4616113) 
  • Teanaway (~30 miles from station, 10 miles gravel): North Fork Teanaway (Road 9737) and Stafford Creek (Road 9703) 
  • Box Canyon (~25 miles from station, 5 miles gravel): Box Canyon Roads 4930 and 4930118 
  • Kachess (~16 miles from station, 1 mile gravel): Kachess Dam Road 4818 
  • Lost Lake (~25 miles from station, 8 miles gravel): Lost Lake Road 5480

Submission Instructions


Quotations must be submitted directly via email to Contracting Officer. Combine documetns into one single PDF if possible. Keep the schedule of Items excel spreadsheet as a separate document.


Your package must contain the following four elements to be evaluated for award 


  1. Completed SF-1449: Fill out Block 17a (Business Name, Address, Phone, and SAM Unique Entity ID) and sign Blocks 30a–30c. Note: Omitting the UEI blocks the CO from validating active SAM registration and disqualifies the quote.
  2. Completed Schedule of Items: Complete the required Excel schedule of items/price list. Fixed unit rates must be quoted for all Contract Line Items (CLINs) for the Base Period and all 4 Option Years. Proposed unit rates must remain firm-fixed despite any budget-driven downward changes in final quantities.
  3. Technical Capability Statement: A brief presentation confirming your total fleet size, pumping truck functionality for remote forest routes, unit inventory, and the legal physical address/name of any local subcontractors being utilized.
  4. Past Performance Sheet (Max 2 Pages): List up to three (3) similar projects successfully executed within the past 3 years, complete with valid point-of-contact details for references.

Offerors must explicitly agree to hold their quoted pricing firm for 60 calendar days following the solicitation close date
