This amendment is to answer the following questions and to adjust some specifications below:


Questions/Answers:


  1. Question 1:  Electrical Power Requirements: The solicitation states that "Electric power 110/20A is available on site". Standard 6-stall restroom trailers equipped with interior lighting and air conditioning typically require either multiple 110V/20A circuits or a single 220V/30A-50A connection to operate without tripping breakers. Can the Government confirm if multiple 110V/20A dedicated circuits will be available, or if the contractor should include pricing for a generator?

Answer: The government has three 20 amp twist lock connections available on site.


  1. Wastewater Pumping and Servicing: The trailer is required for a multi-day Family Day Event. Please clarify if the contractor is responsible for daily or mid-event wastewater pump-outs and cleaning, or if the onboard waste tank capacity is expected to last the entire duration of the event. Additionally, is the contractor required to pump out the effluent prior to removing the trailer on July 20, 2026?

Answer: The event is a single day event held on July 17, 2026. There will be no need for a mid-rental pump out. Rental unit shall be empty upon delivery.

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 5.203(b) this combined synopsis and solicitation will be posted for less than fifteen (15) days.


This requirement is being solicited on a 100% small business set aside basis as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs (OSBP). NUWCDIVNPT has a requirement for one - 4 Unit Restroom trailer to support the Family Day Event on 17 July 2026. The trailer will be required on site from Wednesday, 15 July 2026 to 20 July 2026, with pickup on 20 July 2026.
