Request for Quote (RFQ) number is N66604-26-Q-0426-0001 June 8, 2026


This amendment is to answer the following questions and to adjust some specifications below:


Questions/Answers:


  1. Question 1:  Electrical Power Requirements: The solicitation states that "Electric power 110/20A is available on site". Standard 6-stall restroom trailers equipped with interior lighting and air conditioning typically require either multiple 110V/20A circuits or a single 220V/30A-50A connection to operate without tripping breakers. Can the Government confirm if multiple 110V/20A dedicated circuits will be available, or if the contractor should include pricing for a generator?

Answer: The government has three 20 amp twist lock connections available on site.


  1. Wastewater Pumping and Servicing: The trailer is required for a multi-day Family Day Event. Please clarify if the contractor is responsible for daily or mid-event wastewater pump-outs and cleaning, or if the onboard waste tank capacity is expected to last the entire duration of the event. Additionally, is the contractor required to pump out the effluent prior to removing the trailer on July 20, 2026?

Answer: The event is a single day event held on July 17, 2026. There will be no need for a mid-rental pump out. Rental unit shall be empty upon delivery.


  1. Consumables: The specifications require hand washing sinks and porcelain flushing toilets. Is the contractor responsible for providing and restocking consumables (e.g., toilet paper, hand soap, paper towels) throughout the event, or will the Government handle restocking?

Answer: The government will provide any additional materials and supplies needed beyond the initial stocking provided by supplier.


  1. Site Connections (Water & Power): The solicitation notes that a potable water garden hose is available on-site. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 5.203(b) this combined synopsis and solicitation will be posted for less than fifteen (15) days.


This requirement is being solicited on a 100% small business set aside basis as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code is 562991: Septic Tank and Related Services. The Small Business Size Standard is $9M. The PSC is W085: Lease or Rental of Equipment – Toiletries.


NUWCDIVNPT has a requirement for one - 4 Unit Restroom trailer to support the Family Day Event on 17 July 2026. The trailer will be required on site from Wednesday, 15 July 2026 to 20 July 2026, with pickup on 20 July 2026.


CLIN 0001: Executive Port-Potties, Description: rental of portable 6-stall restroom trailer with handwashing stations, QTY 1, Period of Performance: July 15, 2026 – July 20, 2026, in accordance with Government minimum specs.


Minimum specifications:


    • (1)four-stall restroom trailer
    • Minimum of three porcelain flushing toilets.
    • Must have sinks for hand washing
      • Potable water (garden hose) is available on-site
    • Must have interior occupancy lighting
    • Must have air conditioning
      • Electric power 110/20A is available on site
    • Trailer will be located at NUWCDIVNPT on grass (exact location provided upon award)
    • Final leveling to be performed by supplier
    • All personnel entering the Naval Base must be US citizens and vetted for access via the DBIDS process and visit request through NUWC security.

The contractor shall perform services on-site at NUWCDIVNPT, Newport RI. Access instructions to NUWCDIVNPT are provided as Attachment 1 to this notice. Set-up no later than Wednesday, July 15, 2026. Removal no sooner than 0900 on Monday, July 20, 2026.


Any required deliveries made under this contract shall be F.O.B. Destination, NUWCDIVNPT Newport, RI.


To be considered technically acceptable, submissions must include:
