Ammendment 02 6/02/2026: Answers to RFI Questions and Updated SOW via attachments:


RFI Question: We noted that some structural framing appears to require correction or replacement; however, this work was not clearly included in the original SOW. Please confirm whether the Government intends for the contractor to address this additional structural framing repair as part of the project scope as it is needs to be addressed for the job to get done correctly.


RFI Response: Yes,  framing is to be replaced if necessary for the building to be safe for occupancy. The structural materials are to be replaced in kind proper shoring is necessary to ensure that the building maintains structural .  Refer to section 2.5 Landing and Supports Repair in statement of work (SOW) for updated information.




RFI Question: Additionally, please confirm whether a building permit for the structural repair has already been obtained by the Government, or whether the contractor will be responsible for obtaining the permit. If the contractor is required to obtain the permit and it has not already been issued, this may impact the project schedule.


RFI Response: The USCG does not require Permits for work on federal owned housing assets. Local municipal building permits are not required for work on federally owned USCG housing assets. The contractor remains responsible for adhering to all applicable USCG safety, construction standards and applicable building codes as well as any internal base approvals (e.g., hot work, staging) if required.

The solicitation document and incorporated provisions and clauses are those in effect through FAC# 2026-01 Effective Date 03/13/2026, HSAR 12/26/2024, HSAM October 2009, CGAP 03/25/2026. The Davis Bacon Act WD # OR20260003 Modification# 0.


Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.


This acquisition is set-aside 100% for SMALL BUSINESS.
