USCG Base Cape Cod Backflow repair, replacement and retest

The contract requires the provision of all personnel, equipment, tools, materials, and supervision necessary to repair, replace, and retest six backflow preventer devices at USCG Base Cape Cod facilities located in Buzzards Bay, Massachusetts. All work must comply with U.S. Coast Guard Shore Asset Management System Job Plans 1972 and 1973, as well as Massachusetts state regulations including 310 CMR 22.22 on cross-connection control. The contractor must submit a safety plan within 15 calendar days after award and a detailed work plan 15 days prior to commencing activities, along with a closeout submittal within seven days after completion. Each device must be documented with its location, manufacturer, model and serial number, USCG ID, public water supplier information, and certification of passing tests, with any damaged or non-functional units requiring a repair proposal and parts list. All personnel, including the on-site supervisor and technicians, must hold a valid Massachusetts Backflow Prevention Device Tester Certificate issued by the Department of Environmental Protection and must provide proof of proper state licensing and a Certificate of Insurance with their quote. Qualified personnel must also submit a qualification statement detailing their experience and credentials. Contractors must coordinate all work schedules with the Contracting Officer’s Representative, Jim Pulsifer, and adhere to strict base access and security procedures including completion of a Base Access Form, submission of personal identification details for security screening, and obtaining a Coast Guard Security ID card. All personnel must maintain a neat appearance, wear contractor-furnished uniforms and nametags, and wear their security ID cards at all times while on base. Vehicle operators must carry valid licenses subject to inspection by security and the COR. The contractor is responsible for protecting existing structures during testing and must immediately report any damage caused. The solicitation, issued under NAICS code 238220 with no set-aside, requires quotes submitted on company letterhead via electronic means to both the Contracting Officer and the COR. The Federal Acquisition Regulation clause 52.222-90 prohibits racially discriminatory DEI activities, a requirement that must be flowed down to all subcontractors.
