USCG Base Kodiak Landfill Solid Waste Disposal Services
Contract Overview
Solicitation details, issuing organization, response deadlines, documents, and interested companies for this government contract opportunity.
AI Contract Overview
The U.S. Coast Guard Base Kodiak intends to award a sole source firm fixed price contract to the Kodiak Island Borough for landfill solid waste disposal services, as it is the only permitted facility on Kodiak Island capable of handling the base’s waste in compliance with local regulations. Disposal off-island is deemed impractical and prohibitively expensive, and Kodiak Island Borough’s landfill is legally required under borough code to be the sole destination for solid waste generated within the area, including that from federal installations. The contract will be managed under FAR Part 12 provisions for commercial items, with NAICS code 562212, and performance will take place at the borough landfill in Kodiak, AK. The procuring entity is the USCG Base Kodiak, and the award is based solely on the absence of alternative capable providers, satisfying the justification for non-competitive procurement under FAR 12.102. This notice is not a solicitation for bids or proposals but serves as a formal opportunity for interested parties to submit written capabilities and qualifications by June 29, 2026, at 1:00 p.m. Alaska time, to demonstrate why a competitive process could or should be pursued. Responses must be submitted in writing to the designated point of contact, Robbin Kessler, and oral communications are not accepted. The government retains full discretion to determine whether to proceed with sole source award or open the requirement to competition based on the submissions received. The contract will be funded and administered directly by the Department of Homeland Security through the USCG Base Kodiak office, with no set-aside provisions applied.

Full Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Base Kodiak for Landfill Solid Waste Disposal Services. The vendor will be Kodiak Island Borough, 710 Mill Bay Road, Room 104, Kodiak, AK 99615, UEI: WT6NU1MLXNW7.
This action is being awarded on a sole source basis pursuant to FAR 12.102, services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. Pursuant to Kodiak Island Borough (KIB) Code 8.25.110 - Disposal of solid waste. No one may dispose of solid waste generated in the collection service area or USCG except at state-permitted solid waste processing and disposal facilities in the borough, including any recyclables processing center operating in compliance with law and the borough landfill, unless exempted in writing by the manager. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
