THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.


The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Base Kodiak for Landfill Solid Waste Disposal Services. The vendor will be Kodiak Island Borough, 710 Mill Bay Road, Room 104, Kodiak, AK 99615, UEI: WT6NU1MLXNW7.


This action is being awarded on a sole source basis pursuant to FAR 12.102, services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. Pursuant to Kodiak Island Borough (KIB) Code 8.25.110 - Disposal of solid waste. No one may dispose of solid waste generated in the collection service area or USCG except at state-permitted solid waste processing and disposal facilities in the borough, including any recyclables processing center operating in compliance with law and the borough landfill, unless exempted in writing by the manager. [Ord. FY2010-07 §3, 2010]. KIB operates the only landfill available for solid waste disposal on Kodiak Island. Disposing of solid waste off-island is impractical and would result in unsustainable costs.


USCG Base Kodiak, Kodiak AK 99619 will be the procuring entity for this effort. Performance will be located at Kodiak, AK 99619. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12. The NAICS Code for this requirement is 562212.


This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 29 Jun 2026 at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
