AI Contract Overview
The U.S. Coast Guard Base Kodiak intends to award a sole source firm fixed price contract to Nick’s Auto Wrecking, Salvage and Metal Recycling, LLC, DBA: Nicks Auto Wrecking Salvage & Met, for the disposal of recyclable materials including scrap metal, tires, electronics, vehicles, and cardboard/paper/plastics. The contract will be performed at Kodiak, Alaska, and is justified as sole source because the vendor is the only entity locally capable of handling these materials on the island; transporting them off-island would incur prohibitive shipping and preparation costs, making competitive bidding impractical. The procurement will follow FAR Part 12 procedures for commercial items, with the NAICS code 562111, and is being managed by USCG Sector Base Kodiak under the Department of Homeland Security. This notice serves as an opportunity for other organizations to submit written documentation of their capabilities and qualifications by July 15, 2026, at 1:00 p.m. Alaska time, to demonstrate whether a competitive procurement could be viable. The government retains full discretion to determine if competition is warranted based on these submissions, and oral communications will not be considered. No set-aside programs are being used for this solicitation, which is identified under solicitation number 31140PR260000107 and was posted on July 2, 2026. The official point of contact for submissions is Robbin Kessler, reachable via email at robbin.m.kessler@uscg.mil.

Full Description
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.
The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Base Kodiak Disposal of Recyclable Materials, including Scrap Metal, Tires, Electronics, Vehicles, and Cardboard/Paper/Plastics. The vendor will be Nick's Auto Wrecking, Salvage and Metal Recycling, LLC, DBA: Nicks Auto Wrecking Salvage & Met 346 Sargent Creek Rd, Kodiak, AK 99619, UEI: C6DSDANP9373
This action is being awarded on a sole source basis pursuant to FAR 12.102, services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. At this time, subject vendor is the only vendor located on Kodiak Island capable of performing this requirement. Disposal of these recyclable materials through any other source would require significant shipping costs, including preparation and transportation off-island, which would be cost prohibitive and not easily offset with a competitive effort.
USCG Sector Base Kodiak, Kodiak, Alaska, will be the procuring entity for this effort. Performance will be located at Kodiak, AK. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12. The NAICS Code for this requirement is 562111.
This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 15 Jul 2026, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
Oral communications are not acceptable in response to this notice.
