USCG IETM Viewer Solution

The U.S. Coast Guard, operating under the Department of Homeland Security, is conducting market research through a Request for Information to identify commercially available Interactive Electronic Technical Manual (IETM) Viewer solutions and S1000D Common Source Database (CSDB) capabilities. The goal is to modernize its technical data environment to enhance the accuracy, accessibility, and usability of maintenance and operational information across its platforms and assets. Respondents are invited to propose commercial off-the-shelf IETM viewer products, integration services, or combined product-service offerings that can render and manage technical content such as wiring data, Illustrated Parts Diagrams (IPDs), maintenance procedures, operator instructions, and descriptive theory-of-operation material. The solution must support both online and offline functionality with seamless synchronization, integrate with existing S1000D CSDBs and other structured content repositories, enable applicability-based filtering by platform, configuration, serial number, or modification state, and link to external U.S. Coast Guard and Department of Homeland Security systems via RESTful APIs. Compliance with S1000D standards, FedRAMP and FISMA cybersecurity requirements, and Section 508 accessibility guidelines is expected, along with support for role-based views, multi-factor authentication, PKI/CAC integration, encryption, and audit logging. Responses must be submitted via email by June 14, 2026, and include a mandatory Feature Compliance Matrix indicating support for all specified capabilities, a company information summary, an implementation approach detailing deployment methodology, and a Rough Order of Magnitude pricing estimate. Respondents are required to provide their Unique Entity ID and CAGE code, and must indicate their size status and applicable socioeconomic certifications such as 8(a), HUBZone, SDVOSB, or WOSB, if applicable. While this RFI is strictly for planning purposes and does not obligate the government to award a contract or include any formal clauses, payment terms, or delivery schedules, the responses will inform the development of future solicitations. The U.S. Coast Guard is particularly interested in solutions that enable intelligent wiring tracing, maintenance procedure cards, and robust offline performance in low-bandwidth or disconnected environments, such as those found aboard vessels and remote shore installations.
