AI Contract Overview
The USCG TRACEN Support Services contract represents a Request for Information (RFI) issued by the Department of Homeland Security to gather market data on capable parties able to provide comprehensive base operations support services at a newly established training center in Birmingham, Alabama. The scope includes housing maintenance, pest control, grounds upkeep, custodial services, and general facility operations across approximately 60 buildings on a 192-acre former college campus. This market research effort precedes a formal solicitation and seeks to identify qualified contractors with relevant experience and capability to fulfill facility maintenance tasks aligned with numerous federal, state, and local codes and standards, including IBC, NFPA, OSHA, and manufacturer guidelines. The contract envisions a base performance period of one year with a potential one-year option, emphasizing a structured phase-in within 60 days and a phase-out plan submitted at least 90 days prior to contract conclusion. Key deliverables under this anticipated contract encompass detailed planning and reporting documentation such as Annual Work Plans, Safety Plans, monthly schedules and activity reports, and comprehensive equipment inventories. The contractor is required to provide qualified personnel meeting industry certifications, including HVAC technicians, electricians with master-level expertise, and fire systems technicians compliant with NFPA and NICET standards. Stringent security protocols mandate the capacity to obtain Common Access Cards through national background checks. Compliance with environmental and safety regulations is critical, as is the maintenance of hazardous material inventories and certified personnel training records. Inspection and acceptance of work occur exclusively at the training center, with oversight and approval exercised by the government’s Facilities Engineer. While no formal contract clauses, pricing data, or evaluation factors are provided in this RFI phase, contractors are expected to adhere to established quality control, safety, environmental, and documentation requirements, ensuring operational continuity and full compliance with mandated standards. Submissions are due by May 18, 2026, with electronic and hard-copy formats acceptable, and all communications directed to the contracting officer in Norfolk, Virginia.
