USE PERMIT APPLICATION NO. PLN2026-0074 – ISLAMIC CENTER OF MODESTO, INC.

The Islamic Center of Modesto, Inc. has submitted Use Permit Application PLN2026-0074 to Stanislaus County requesting permission to operate a K-8 school on a 2.31-acre parcel located in a Rural Residential zoning district in Modesto, California. The project involves utilizing the existing mosque facility to accommodate an initial enrollment of approximately 44 K-3 students, with plans to add grades annually until reaching a maximum capacity of 100 students. The school is expected to employ up to 19 staff members and will operate Monday through Friday from 8 a.m. to 3 p.m. To accommodate growth, existing conference rooms will be converted into classrooms, and existing outdoor spaces at the rear and south side of the property will be used for student recreation. The proposal includes no significant physical expansion of the current facility, with the sole exception of a new freestanding electronic reader board measuring 20 feet tall and 72 square feet. The application is currently undergoing an early consultation process to determine California Environmental Quality Act applicability and to identify necessary project conditions. As of the latest documentation, the project has been noted for having no significant effects or areas of controversy. The public review period for this application is scheduled from September 23 to October 13, 2026, during which responsible agencies are invited to provide comments regarding the proposed use of the site.
