The College in High School Program is a grant initiative administered by the New York State Department of Education to expand equitable access to dual enrollment programs. Established under the FY 2026 State Enacted Budget, the program allows high school students to earn college credit, with a strict mandate that economically disadvantaged students incur no costs. Eligible applicants include New York State school districts and Boards of Cooperative Educational Services (BOCES), provided they establish partnership agreements with registered, non-profit, degree-granting institutions of higher education. To be considered for funding, applicants must attest to seven mandatory program requirements covering design, student support, outreach, population representation, course subject areas, partnership agreements, and course parameters. The project period runs from January 1, 2027, through June 30, 2031, with total anticipated annual funding of 9.1 million dollars. Funding is distributed as a one-time initial payment in the first year, followed by performance-based payments of 90 dollars per college credit earned by economically disadvantaged students for years two through five. Annual award limits are capped at 250,000 dollars for districts with fewer than 5,000 economically disadvantaged students, 750,000 dollars for those with 5,000 or more, and up to 4.6 million dollars for New York City Public Schools. Continued funding is contingent upon legislative appropriations and the submission of required annual data. Applications are due electronically by December 10, 2026, at 5:00 PM Eastern Time, with a 30 percent MWBE contracting goal.
