AI Contract Overview
The U.S. Department of Agriculture, Forest Service, Naches Ranger District, is soliciting commercial portable sanitation services under solicitation number 1240BD26Q0057, a total small business set-aside for the provision, delivery, weekly servicing, and removal of seven standard portable toilet units across five campgrounds in Yakima County, Washington. The requirement is structured as a firm-fixed-price contract with a base year and four optional one-year periods, aligning with seasonal operations from mid-May through September 30 annually, with initial placement targeted for the week of June 15, 2026. Contractors must supply structurally sound, graffiti-free units equipped with functional hand sanitizer dispensers and toilet paper rollers, deliver them to specified GPS coordinates, securely anchor them against environmental risks, and perform comprehensive weekly sanitation services excluding Sundays, which include complete waste pump-outs, interior disinfection, replenishment of blue deodorizer, and restocking of supplies. All units must be removed by the end of each season. Performance is evaluated through on-site inspections and adherence to a Quality Assurance Surveillance Plan requiring a minimum 95% cleanliness standard and zero tolerance for graffiti or non-functional equipment. The solicitation mandates an entirely small business participation, requiring offerors to hold an active SAM.gov Unique Entity ID and certify small business status without disclosing socioeconomic subcategories internally. Proposals must be submitted as a single PDF file via email by June 10, 2026, containing a completed SF-1449 with pricing, a technical and past performance narrative capped at two pages, and verified fleet and logistics capability documentation. Evaluation prioritizes technical capability—such as equipment availability, remote access pumping trucks, and driver readiness—followed by relevant past performance within the last three years, with price considered last in a trade-off process that does not use lowest-price technically acceptable methodology. Payment is processed monthly via the Invoice Processing Platform, and all contractual obligations are governed by Federal Acquisition Regulation Part 12 and enhanced with unique clauses prohibiting supplier-imposed terms like indemnification, data use for AI training, geographic data restrictions, and unilateral renewals. Contractors must also certify compliance with federal anti-discrimination laws and executive orders on DEI, with false certifications subject to liability under the False Claims Act. The contract requires contractor vehicles and personnel to display clear identification, and all performance obligations are non-delegable and subject to government inspection and acceptance directly at each campground location.
