The system must be delivered to the Leetown Research Laboratory in Kearneysville, West Virginia, within the vendor’s standard lead time after purchase order issuance, with a required delivery date of September 30, 2026. The procurement follows an LPTA selection process, where technical acceptability is a pass/fail gate and the award will go to the lowest-priced offer that fully meets or exceeds all technical requirements outlined in the specifications. The system must comply with EPA Method 1633, enable trace-level PFAS analysis, and produce clean blanks with minimal Teflon or fluorinated components to prevent contamination, ensuring compatibility with water, soil, tissue, and plant extract matrices.
