The U.S. Geological Survey is seeking an automated solid phase extraction system under solicitation 140G0126Q0165, issued as a Total Small Business Set-Aside under FAR 19.5, restricted to small businesses operating within the NAICS code 334516 with a size standard of 1,000 employees. The system must be delivered to the Leetown Research Laboratory in Kearneysville, West Virginia, within the vendor’s standard lead time after purchase order issuance, with a required delivery date of September 30, 2026. The procurement follows an LPTA selection process, where technical acceptability is a pass/fail gate and the award will go to the lowest-priced offer that fully meets or exceeds all technical requirements outlined in the specifications. The system must comply with EPA Method 1633, enable trace-level PFAS analysis, and produce clean blanks with minimal Teflon or fluorinated components to prevent contamination, ensuring compatibility with water, soil, tissue, and plant extract matrices. Acceptance is contingent upon the instrument arriving undamaged, passing startup diagnostics, matching all quoted specifications, and confirming full operational status of all software. Failure to meet PFAS background metrics will result in return at no cost to the government. The contractor must adhere to F.O.B. Destination terms, provide remote post-installation support via phone, email, or video conference, and comply with USGS IT and laboratory security policies during installation. The government will supply laboratory space, network access, trained personnel, and necessary utilities. The offeror must be currently registered in SAM.gov and include their Unique Entity Identifier on the proposal cover page, and must submit all required representations and certifications, including Buy American, Small Business Program Representations, and compliance with contractor whistleblower rights, equal opportunity, anti-trafficking, and anti-inversion provisions. All quotations must be submitted by June 4, 2026, at 1:00 PM EDT to the designated point of contact, and invoices must be processed via the Treasury’s Invoice Processing Platform, with payment requests submitted no later than 90 days after performance completion. The government retains the right to unilaterally deobligate unexpended funds 120 days after performance expiration.
