THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a solicitation or request for quotes and no contract or purchase order will be awarded from this notice. There is no solicitation, specifications or drawings available at this time. Military Sealift Fleet Support Command plans to award a sole source procurement but is seeking any eligible businesses that can perform the ADG/EDG Local Control and Alarm Panel replacement and new design and systems integration into TMS System 2000 required for complying with T-ALT 375 requirements on the USNS MERCY (T-AH 19). It is our belief that Technical Marine Services of Portland, Oregon (TMS) maintains proprietary rights for the design data and material specifications for the T-AH Class automation systems. Both systems are integrated to share the same logic circuitry and software and are the integral part of the System 2000 (System consists of Main Boiler Burner Management, Combustion Control and Main Engine Throttle Controls). TMS authorized representatives are the only known sources who have possession of design data, material specifications, proprietary information and historical operating parameters relating to the repair of the panels. The use of non-OEM parts and/or non OEM authorized service representatives will jeopardize reliable and safe plant operation and may result in personal injury or severe equipment damage. This office anticipates award of a contract on or about 31 October 2011. The appropriate NAICS Code is 335314. THIS IS NOT A REQUEST FOR QUOTE OR PROPOSAL. It is a market research tool used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and issuance of an award. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. The anticipated date of performance is 1 November 2011. Performance location is San Diego, CA. It is requested that interested small businesses submit to the contracting office a brief capabilities package demonstrating ability to provide the requested items. This document shall also address the following: Company Profile to include number of employees, office location(s), DUNS number, CAGE Code and a statement regarding small business designation and status. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the Government in tailoring requirement to be consistent with industry. RESPONSES ARE DUE on Tuesday, October 25, 2011 by 2:00 PM Eastern Standard Time. Responses shall be sent via mail to the following address: Military Sealift Fleet Support Command, Code N10 (attn: E. Logan), 471 East C Street, Norfolk, VA 23511. Electronic submissions of the capabilities packages WILL be accepted. Questions or comments regarding this notice may be addressed to Eddrian Logan at the above address or via email at contact@example.gov or contact@example.gov.
