AI Contract Overview
The Naval Supply Systems Command Fleet Logistics Center Norfolk, acting on behalf of the Military Sealift Command, is soliciting a sole-source Firm-Fixed-Price contract with Stryker Sales LLC under FAR Part 12 for preventative maintenance services for the Neptune 3 Rover, Neptune Docker, and Pneumoclear equipment aboard the USNS Mercy. The contract, identified by solicitation number N0018926QB113, is based on the determination that these services are exclusively available from Stryker Sales LLC due to proprietary technology and OEM-specific expertise. Performance will be conducted primarily onboard the USNS Mercy in San Diego, California, with contract administration managed from Norfolk, Virginia. The base period spans one year from July 31, 2026, to July 30, 2027, with four consecutive one-year option periods extending through July 30, 2031. All pricing details are left undetermined, though the contract structure includes five separate CLINs corresponding to the base and option years under a firm-fixed-price arrangement. Work must comply with OEM specifications, NAVMED-P5132, and Joint Commission standards, including six-month calibration intervals and submission of detailed Field Service Reports within 72 hours of service completion. Contractor personnel must be OEM-certified, adhere to strict dress codes prohibiting short pants, tee shirts, and open-toe shoes, and conform to scheduled working hours of 0730–1630 Monday through Friday. Compliance with numerous FAR and DFARS clauses is mandatory, including those related to System for Award Management registration, personal identity verification, security prohibitions, subcontracting, whistleblower protections, and prohibitions on procurement from certain foreign jurisdictions or entities. Offerors must be registered in SAM, and while the solicitation is formally sole source, a capability statement window is open for public input to assess potential competition, though no award will be made to any entity other than Stryker Sales LLC. Quotes must be submitted electronically by July 24, 2026, via email to the contracting officer, with all documentation in PDF, Word, or Excel format. Final acceptance of services rests solely with the government at the designated facility in Norfolk, Virginia.
