No alternative source can supply these parts without unacceptable technical risk, including loss of compatibility, performance degradation, or compromised reliability. The acquisition, classified under NAICS code 335312 with a size standard of 1,250 employees, is conducted under 10 U.S.C. 3204(a)(1) and FAR Subpart 6.103-1, permitting sole-source procurement due to the absence of other responsible sources capable of meeting the stringent interface, performance, and safety requirements. Delivery of 18 units each of the specified conversion kits and surge arresters is required FOB Destination to the MSC W143 Warehouse at 1968 Gilbert Street, Norfolk, Virginia, with an acceptance deadline of 30 November 2026, aligning with the 17-week lead time following award.
