The Confederated Tribes of the Colville Reservation is soliciting proposals for the complete repower of a 30 foot Munson landing craft. The selected contractor will be responsible for the decommissioning and removal of two existing Honda BF250A outboard engines and the procurement and installation of two new Honda BF250D Drive-by-Wire outboards. The vessel will be delivered via trailer to the contractor facility, which must provide a secure, fenced yard or indoor shop. Award evaluation is based on a weighted criteria of cost, technical expertise, and TERO status, with a preference for Colville Business Enterprises. Proposals must be submitted in PDF format by November 13, 2026. This availability includes a combination of maintenance, modernization, and repair, and will require a highly capable contractor with substantial facilities, to include capable pier (for the applicable ship class) as well as human resources capable of completing, coordinating, and integrating multiple areas of ship maintenance, repair and modernization. This availability is solicited on a coast-wide basis on the West Coast under a single solicitation, and a single contract to complete this availability is expected to be awarded to one contractor. Based on the complexity, magnitude and duration of the requirement, the Government's market research indicates there are not two or more small business concerns capable of competing for these requirements and therefore this procurement will not be set-aside for small business (FAR 19.502-2(b)). This solicitation is issued electronically via SAM.gov and interested parties must comply with this announcement. Interested offerors should monitor the SAM.gov page for the release of the solicitation and any applicable amendments, thereafter. Offerors must be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov. SAM.gov is the single point of entry for posting of synopses and solicitations to the internet. All responsible sources may submit a proposal, which shall be considered by the agency. This posting includes restricted attachments. Potential offerors will need to request access to Attachment J-3 (Key Events & Milestones), Attachment J-4 (Pricing Workbook), Attachment J-9 (Compartment Closeout), and Attachment S-5 (Enclosure 1). This posting does not include all relevant J attachments. In order to receive Attachment J-1 (TPPC-LPD23-SWRMC23-CN01), inclusive of ERRATA #1, and Attachment J-2 (Work Item Plans, Drawings and Other References), provide a written request to the Contract Specialist, Nelimar Munoz-Martinez, at nelimar.munoz-martin@navy.mil, and the Contracting Officer, Warren Beckman, at warren.m.beckman.civ@us.navy.mil. Requests for limited distribution Drawings/References can be submitted at the following link: http://www.coretl.com/help/shell.php. The technical POC is Timothy Russell. Mr. Russell can be reached at timothy.russell1.civ@us.navy.mil. The Government anticipates making a single award on or around April 2023. USS ANCHORAGE (LPD 23) FY23 DSRA will be approximately 13 months, beginning in July 2023 and completing in August 2024. Place of Performance: West Coast, USA

Solicitation # N0002426R4421
The Naval Sea Systems Command (NAVSEA) is soliciting proposals for the USS MAKIN ISLAND (LHD 8) Fiscal Year 2028 Docking Selected Restricted Availability (DSRA). This Signature Availability is a comprehensive effort combining maintenance, modernization, and repair, requiring a contractor with substantial West Coast facilities, including a capable pier for the LHD ship class. The project is expected to begin in November 2027 and reach completion by October 30, 2029. Due to the complexity and magnitude of the requirements, the procurement is not set aside for small businesses. The government intends to make a single Firm Fixed-Price award in or before March 2027 based on a best-value trade-off source selection process. The scope of work encompasses extensive tasks including structural welding, cabling, piping, electrical and ventilation work, and overhauls of the propulsion and electric plants. Key deliverables include an integrated production schedule and participation in initial schedule model and work package execution reviews. Evaluation will prioritize non-price factors, specifically technical eligibility, physical resource capacity, manpower, and past performance, which are considered significantly more important than price. The contract includes specific provisions for growth work, with estimated requirements of 211,989 direct labor hours and over 9.5 million dollars in materials, alongside a maximum incentive available of 15 million dollars.
