The Naval Sea Systems Command (NAVSEA) plans to solicit contractors for the USS JOHN P MURTHA (LPD 26) FY27 Docking Selected Restricted Availability (DSRA), with work anticipated to begin in August 2027. The availability period has been updated and is now expected to extend slightly longer than 14 months, completing by October 2028, with an overall duration approaching 18 months, concluding in February 2029. This maintenance period will be conducted on a coast-wide basis rather than being restricted to the ship’s homeport, due to the extended duration exceeding 18 months, complying with acquisition regulations and the 2026 National Defense Authorization Act. The work scope includes all labor, supervision, production, testing, and quality assurance required to restore the ship to a mission-ready, operational condition suitable for fleet use until the next scheduled depot availability. The acquisition will be conducted under the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Navy Marine Corps Acquisition Regulation Supplement (NMCARS), with an anticipated Firm-Fixed Price contract. Full and open competition will be employed as required, and interested contractors must be registered in the Procurement Integrated Enterprise Environment (PIEE) and the System for Award Management (SAM) to submit proposals. The solicitation is expected to be released around May 2026 via official Navy channels, and only responsible sources will be considered. The Navy emphasizes the need for a highly capable contractor with comprehensive facilities and skilled personnel to undertake the complex repairs, maintenance, and modernization tasks necessary during this availability period. No commitments are made by virtue of this synopsis, and no proposals will be accepted in response to it.

08 JUNE 2026: The NAVAL SEA Systems Command is updating the synopsis below to amend the availability duration for the USS JOHN P MURTHA (LPD 26) FY27 DSRA.  The Availability is now anticipated to be slightly longer than 14 months, beginning in AUGUST 2027 and completing in OCTOBER 2028.  Thus, per the 2026 NDAA, the Availability shall be restricted to the Homeport.

The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N0002426R4412 for execution of the USS JOHN P MURTHA (LPD 26) Docking Selected Restricted Availability (DSRA), planned for fiscal year 2027 (FY27).  The solicitation will be issued on a Coast-Wide (West Coast) basis. Upon a contractor’s completion of this Chief of Naval Operations (CNO) Availability, the ship shall be capable of carrying out its mission with a reasonable expectation of maintaining a satisfactory condition of readiness until the next CNO-scheduled depot Availability.

USS JOHN P MURTHA (LPD 26) FY27 DSRA is anticipated to be slightly longer than 18 months, beginning in AUGUST 2027 and completing in FEBRUARY 2029.

If the Navy issues a solicitation for this CNO Availability, the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS) will guide the acquisition. The anticipated contract, like all other CNO-scheduled depot Availabilities, is a supply contract. The supply that would be procured is a repaired, mission-ready ship, which shall be returned to service with the Fleet.

The anticipated scope of the procurement includes all labor, supervision, production, testing, and quality assurance necessary to prepare for and accomplish this CNO Availability. This CNO Availability is expected to require a highly capable contractor with substantial facilities, including a pier, and human resources capable of completing, coordinating and integrating multiple areas of ship maintenance, repair, and modernization.

The Competition in Contracting Act (CICA) requires that full and open competition be used to the maximum extent practicable. 10 USC 8669a allows for the limitation of competition for "short term" availabilities (18 months or less) to the homeport, provided there is adequate competition. As the production period for the USS JOHN P MURTHA availability is greater than 18 months, it will be competed on a coast-wide basis, without limiting the place of performance to the vessel's homeport.

The Navy will issue the solicitation electronically on https://piee.eb.mil and www.Sam.gov. Interested offerors are hereby encouraged to monitor https://piee.eb.mil and www.Sam.gov for the anticipated release of the solicitation, and any associated amendments. Offerors shall be registered in the Solicitation Module in PIEE and System for Award Management (SAM) to be eligible for award.

This synopsis is issued in accordance with FAR 5.203(a) and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government will not accept proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided in response to this notice.

The Government anticipates issuing a Firm-Fixed Price solicitation in or around May 2026. All responsible sources may submit a proposal, which shall be considered by the agency.
