The Naval Sea Systems Command has issued a solicitation for the execution of dock availability projects for the USS Kansas City (LCS 22) and USS Stockdale (DDG 106) scheduled for fiscal year 2026. The contract involves two separate firm-fixed-price awards, with the USS Kansas City competition open coast-wide and the USS Stockdale limited to offerors capable of performing the work within the San Diego homeport area. The projects are part of the Navy’s Depot Selected Restricted Availabilities (DSRA) program, aiming to support scheduled depot maintenance and upgrades. The solicitation, posted electronically through PIEE and SAM.gov, includes multiple amendments that update attachments, clarify requirements, and respond to bidder questions, with the proposal submission deadline set for September 4, 2025. Offerors must request access to detailed attachments, including work plans and drawings, via written requests to designated Navy officials, providing their company’s SAM UEI number for verification. Certain references contain distribution restrictions and require direct contact with the Southwestern Regional Maintenance Center for access. The contract’s scope encompasses detailed maintenance activities, with amendments ensuring the latest updates, errata, and responses to bidder inquiries are incorporated. The overall effort is designed to ensure the vessels’ readiness through scheduled maintenance, with the awards anticipated in January 2026, supporting the Navy’s operational and maintenance objectives for these ships.

Solicitation # N0002426R4421
The Naval Sea Systems Command (NAVSEA) is soliciting proposals for the USS MAKIN ISLAND (LHD 8) Fiscal Year 2028 Docking Selected Restricted Availability (DSRA). This Signature Availability is a comprehensive effort combining maintenance, modernization, and repair, requiring a contractor with substantial West Coast facilities, including a capable pier for the LHD ship class. The project is expected to begin in November 2027 and reach completion by October 30, 2029. Due to the complexity and magnitude of the requirements, the procurement is not set aside for small businesses. The government intends to make a single Firm Fixed-Price award in or before March 2027 based on a best-value trade-off source selection process. The scope of work encompasses extensive tasks including structural welding, cabling, piping, electrical and ventilation work, and overhauls of the propulsion and electric plants. Key deliverables include an integrated production schedule and participation in initial schedule model and work package execution reviews. Evaluation will prioritize non-price factors, specifically technical eligibility, physical resource capacity, manpower, and past performance, which are considered significantly more important than price. Proposals must be submitted via the PIEE Solicitation Module by November 9, 2026, divided into a Price Volume and a Technical Volume. The contract includes specific provisions for growth work, with estimated requirements of 211,989 direct labor hours and over 9.5 million dollars in materials, alongside a maximum incentive available of 15 million dollars.
