USS Monitor Artifact Conservation

The USS Monitor Artifact Conservation contract is a sole-source, time-and-materials agreement with an estimated total value of $5,092,400, covering a 12-month base period and two optional 12-month periods extending through September 14, 2029. The work is exclusively assigned to The Mariners’ Museum and Park in Newport News, Virginia, due to the irreplaceable nature of its facility, which houses the entire USS Monitor artifact collection and contains specialized infrastructure including industrial-scale desalination tanks, cold storage units, and custom workspace necessary for the ongoing conservation of over 5,000 fragile Civil War-era artifacts made of iron, wood, leather, and textiles. The contract is justified under FAR 6.103-1 because relocation of the artifacts is impossible without risking irreversible damage, and the museum possesses unique institutional knowledge and facilities that no other entity can replicate. Personnel must include a Senior Conservator with an advanced degree and extensive maritime conservation experience, Conservator II with a master’s and three years of experience, a Conservator I or Technician with a bachelor’s and two years of hands-on experience, and a certified Fabrication Specialist skilled in metalworking to construct custom supports. All staff must comply with the American Institute for Conservation’s Code of Ethics, and the contractor must maintain current records demonstrating qualifications. Work must adhere to federal hazardous waste regulations (40 CFR Part 273), Virginia state requirements (9VAC20-60-273), and FAR Subpart 23.3 regarding hazardous materials, while also following established archaeological conservation best practices. Performance occurs entirely on-site at the museum, where all inspections and acceptances are conducted, and deliverables include quarterly progress reports detailing conservation milestones, labor hours, and hazardous material disposal records. No formal pricing structure or CLINs are provided; instead, reimbursement is based on actual labor and approved supplies. The contract does not require security clearances, CAGE codes, or socioeconomic certifications, but responses must affirm capability through a detailed narrative submitted electronically to the Contracting Officer by the May 1, 2026 deadline, triggering mandatory reporting obligations if selected.
