USSOCOM Decision Support Center (DSC) Upgrades

The United States Special Operations Command is seeking industry input through a Request for Information to upgrade its Decision Support Center network and audiovisual systems at MacDill AFB in Tampa, Florida. The scope involves integrating Room 114 into the synchronized control infrastructure alongside the Main Theater, Overflow Room, Alternate Main Room, and existing conference spaces, requiring updated system diagrams for all equipment in Rooms 114 and 136, as well as complete uncompiled Crestron control code upon delivery. Work must adhere to USSOCOM HQ Standard touch panel interfaces, install ADA-compliant seat risers, and comply with strict security protocols outlined in the attached DD Form 254. Contractor personnel performing technical tasks must hold Top Secret clearance prior to task commencement and require access to SCI, Non-SCI National Intelligence Information, NATO, Foreign Government Information, ACCM, and the NIPRNET, SIPRNET, and JWICS networks. Contractors are authorized to courier classified material up to Top Secret/SCI upon COR approval and must safeguard government property, automated and non-automated information systems, and classified materials, while preventing unauthorized disclosure and immediately reporting security incidents. Ancillary tasks such as carpet installation do not require Top Secret clearance. The contractor must also provide security management support including classified document control, inventories, program access requests, personnel indoctrination and debriefing, and security database maintenance. In the absence of government personnel, contractors may be required to perform inherently governmental functions such as end-of-day security checks and arming/de-arming of SCIFs and secure rooms, with liability for security violations. All personnel must possess manufacturer-certified credentials to maintain warranty validity. Responses are limited to unclassified white papers, not to exceed ten pages in single-spaced 12-point Times New Roman or Calibri font with one-inch margins, submitted via email no later than July 17, 2026, at 2:00 PM EDT, with file sizes under 10 MB and proprietary information clearly marked.
