USSOCOM Decision Support Center (DSC) Upgrades

The U.S. Special Operations Command (USSOCOM) is soliciting information through a Request for Information (RFI) to evaluate industry capabilities for upgrading its Decision Support Center (DSC) located at MacDill Air Force Base in Tampa, Florida. The project focuses on modernizing the DSC’s network infrastructure and audiovisual systems to enhance secure briefings and senior leader seminars across multiple rooms including #110, #114, #115, and #136. Core upgrades include installing three ThinkLogical ICT chassis, replacing the existing Planar LCD wall with a 4.5’x23’ Silicone Core DVLED video wall with a pixel pitch no greater than 1.2, integrating Crestron control systems, replacing network switches and digital sound processors, rewiring power and AV systems under raised floors, and installing ADA-compliant seat risers with matching carpeting and lighting reconfiguration. All work must be performed on-site with strict coordination to avoid disruption of scheduled events, and contractors must deliver system diagrams and uncompiled Crestron control code upon completion. Security requirements are central to the project, mandating that all personnel performing core tasks hold a Top Secret clearance with eligibility for SCI, JWICS, SIPRNET, and NIPRNET access, and may be authorized to courier classified materials up to the Top Secret/SCI level. Only personnel with these clearances may interact with classified systems; ancillary roles such as carpet installation are exempt from clearance requirements. Contractors must adhere to stringent safeguarding protocols for classified and sensitive information, maintain comprehensive records for document control and inventory, conduct visitor indoctrination, and assume responsibilities traditionally considered inherently governmental, including end-of-day security checks and arming/disarming secure facilities. The government will provide all Government Furnished Equipment, and contractors must comply with USSOCOM HQ standards for touch panel functionality and system integration. Responses are limited to a single white paper of no more than 10 pages in 12-point font, submitted electronically via email by July 17, 2026, with a maximum file size of 10 MB. Industry Day is scheduled for July 9, 2026, and participation requires submission of a CAGE Code and Unique Entity ID for base access. The solicitation is strictly an information-gathering effort under FAR 15.201, with no contract type, evaluation factors, pricing, or final clauses established at this stage.
