Full Description

The Government hereby submits a notice to award the RSAR 7.62x39mm and sustainment effort to Sig Sauer. This new effort will integrate a 7.62x39mm capability into the RSAR system. As part of the sustainment program, parts shall be provided. Sig Sauer shall provide barrels and any other parts associated with the 7.62 x 39mm kits. Furthermore, Sig Sauer shall provide spares for the whole RSAR/PDW system to include but is not limited to bolts, springs, 7.62 SLHC suppressors, UTM training kits, stocks, carrier groups etc This effort will be integrated into already existing RSAR IDIQ contract. On October 2022, Marvin Marcia, Contracting Officer, posted a Sources Sought Notice seeking information on 7.62x39mm kits. We have meticulously reviewed each submitted system for technical acceptance, sustainment and whether the vendor has permission, data rights and/or authorization to conduct Engineering Change Proposals (ECPs) to modify or upgrade the SIG SAUER Rattler. After continuous market research, USSOCOM HQ has concluded that Sig Sauer is the only vendor that can fulfill USSOCOM's need for RSAR 7.62x39mm kits and associated sustainment. Except for Sig Sauer, the vendors did not meet the technical requirements and/or lack the proper data rights to modify Sig Sauer systems. As mentioned before, due to the programmatic requirements of this effort, we can only award to the Original Equipment Manufacture (OEM); in this case its Sig Sauer. The OEM (Sig Sauer) must provide Parts Replacement Schedule, ECPs, sustainment etc Sig Sauer is the only vendor who can fulfill the programmatic requirements because they are the sole owner the Intellectual Property (IP) and the technical data package of the Sig Sauer Rattler system. The overall value of this contract is $17M. As the Contracting Officer, I am the main POC for this subject. If you have any questions, comments or concerns, please direct all inquiries to me Marvin Marcia at contact@example.gov . I will ensure responses are provided to all submissions and/or inquiries within a reasonable amount of time.

RFP Preservation of the Force and Family POTFF III Support Contract H9240027RE001
Solicitation # H9240027RE001
The United States Special Operations Command (USSOCOM) is soliciting proposals for the Preservation of the Force and Family (POTFF) III Support Contract (H9240027RE001). This single-award, Indefinite Delivery Indefinite Quantity (IDIQ) contract is a five-year effort designed to enhance the readiness and lethality of Special Operations Forces (SOF) personnel and their families through a holistic approach across cognitive, physical, psychological, social, and spiritual domains. The scope includes providing human performance labor, contract phase-in, and surge support, with performance locations spanning both CONUS and OCONUS sites, including Germany, the UK, Japan, and Korea. The acquisition utilizes a best-value tradeoff process, evaluating proposals based on three primary factors: Technical, Past Performance, and Price, with the first two being approximately equal in importance and individually more significant than price. Offerors must possess an active Top Secret Facility Clearance and meet CMMC Level 2 cybersecurity requirements. Proposals must be submitted electronically via the PIEE Solicitation Module by November 13, 2026, at 5:00 PM EST. The contract structure includes a firm-fixed-price phase-in period and unit-priced labor categories, with performance for initial task orders expected to begin no sooner than 90 days after the IDIQ award, which is anticipated in the third quarter of 2027.

Solicitation H9240226RE005 is a Small Business Set Aside request for proposal issued by Hq USSOCOM for Program Management Counterproliferation Service Support. The objective is to provide program and product management, development, training, testing, and engineering support for missions including Counterproliferation, Counter RCIED, Explosive Ordinance Disposal, Multi-Mission Electron Countermeasures, Electromagnetic Warfare, and Counter Unmanned Systems. The contract is an IDIQ utilizing a mix of Firm Fixed Price and Cost Plus Fixed Fee pricing arrangements, with a period of performance from June 21, 2027, to June 20, 2032. The scope includes CONUS and OCONUS labor, event support, travel, and other direct costs. The government will employ a best-value performance-price tradeoff process. Proposals are due by November 6, 2026, via the PIEE Solicitation Module. To access restricted documents, offerors must submit a signed NDA and verify a CMMC 2.0 Level 2 self-assessment score of 110 in the Supplier Performance Risk System. SOCOM Integrated Platform as a Service
Solicitation # H9241527R0002
United States Special Operations Command (USSOCOM) is conducting market research for a SOCOM Integrated Platform as a Service to establish a centralized contracting vehicle for the discovery, prototyping, integration, testing, and fielding of mission-relevant technologies and software-intensive capabilities. The scope of work is divided into five primary functional areas: Mission Support Platform (PaaS), specialized engineering support services across software, electrical, and mechanical disciplines, cybersecurity and Risk Management Framework (RMF) support to maintain Authorizations to Operate (ATO), and comprehensive logistics for government-furnished equipment. A critical requirement is the provision of a DSCA-approved secure integration facility located within five miles line of sight of HQ USSOCOM at MacDill AFB, Florida, capable of supporting approximately 225 personnel across classified and unclassified workspaces. This effort is currently in the early acquisition planning stage and is issued as a Request for Information (RFI) under FAR 15.201, not a Request for Proposal (RFP). Interested parties are invited to submit unclassified white papers of no more than five pages, along with a cover letter detailing company credentials and existing contract vehicles, by November 5, 2026. The government will use these responses to assess industry capabilities and determine the most appropriate acquisition strategy, which may result in a competitive or sole-source solicitation. Performance requirements include managed service availability from 0700 to 1800, Monday through Friday, and a mandate that at least half of the integration personnel maintain DoD 8570.01-M IAT Level II certification.
