USTC Strong Family Couples Training

The United States Transportation Command Chaplain Directorate is procuring a fully integrated lodging and event support package for a three-day, two-night retreat-style resiliency training event for 25 couples under the solicitation FA440726QBMO3, scheduled for September 11–13, 2026, in downtown Chicago along the Magnificent Mile. The contract is a total small business set-aside under NAICS code 721110 with a size standard of $40 million, and award will be made using the lowest price technically acceptable method, where offers are first evaluated for technical acceptability and then ranked by lowest price. The contractor must secure a hotel facility meeting specific spatial and amenity requirements including 25 guest rooms of at least 270 square feet with Wi-Fi and private bathrooms, complimentary parking for 25 vehicles, a dedicated conference ballroom, full hot breakfast daily, one lunch and one dinner, and comprehensive audio-visual support including a projector, screen, wireless microphone, sound system, and podium. All services must be provided without government supervision, and the venue must be located within the designated corridor bounded by Oak Street, the Chicago River, and two blocks east and west of Michigan Avenue. The contract includes a comprehensive suite of FAR and DFARS clauses addressing DEI discrimination, sustainable products, cybersecurity (DFARS 252.204-7012), whistleblower protections, and prohibitions on covered telecommunications equipment and business operations with the Maduro regime. Payment is exclusively through Wide Area WorkFlow using standardized invoice types, with accelerated payments mandated for small business subcontractors and electronic funds transfer required. The government will inspect and accept services at the event location using designated DoDAACs, and all submissions must include a quote, technical plan, contractor information, and a cost breakdown chart.
