The winning vendor must assign a licensed mental health professional with clinical expertise in trauma-informed care within corrections, background in psychological evaluations, and experience in adult learning and professional training. The contractor is obligated to adhere to strict state and federal compliance standards, including full compliance with Utah’s Government Records Access and Management Act (GRAMA), meaning all contract documents, invoices, and pricing are public records. The vendor must maintain current workers’ compensation and commercial auto liability insurance with a minimum $1 million per occurrence limit, and failure to maintain insurance constitutes immediate termination. All employees and subcontractors working in Utah must be registered in E-Verify, and the contractor must ensure subcontractors submit affidavits of compliance. The vendor is fully liable for actions of its agents and must indemnify the state against intentional wrongful acts or negligence.
