Electricity Supply Procurement & Energy Trading ServicesThe Texas Department of Transportation is seeking qualified providers to supply deregulated electricity to its facilities across the state through a comprehensive procurement contract that includes power purchase agreements, energy trading services, and grid reliability management. The contract will cover the delivery of electricity to multiple TxDOT locations, requiring vendors to manage energy procurement in a competitive market while ensuring consistent, reliable power supply under varying demand conditions. Bidders must demonstrate expertise in navigating Texas’s wholesale electricity market, structuring cost-effective energy contracts, and implementing strategies to mitigate price volatility and maintain operational continuity for state infrastructure. The solicitation is open for responses until August 26, 2026, and falls under NAICS code 221122 for electricity generation, transmission, and distribution. This is a subcontract opportunity, meaning contractors may partner with or engage downstream suppliers to fulfill requirements. While specific performance locations are not detailed, the work will span all TxDOT facilities in Texas, necessitating a statewide service capability. Proposals must address technical competence in energy trading, contractual flexibility, risk mitigation, and the ability to align with state energy goals and grid reliability standards without relying on regulated utility services.

Sole source Sacramental Peak Observatory electrical power servicesThe National Science Foundation is conducting market research to confirm whether any sources beyond Otero County Electric Cooperative, Inc. can provide uninterrupted electrical utility services to the Sacramento Peak Observatory in Sunspot, New Mexico, a federally owned research facility housing critical scientific infrastructure including the Dunn Solar Telescope. Current assessments indicate Otero Electric is the only known provider capable of supplying power through the existing transmission and distribution infrastructure serving the site, and the NSF intends to proceed with a sole-source award to them if no viable alternatives are identified. Continued electrical service is essential to sustain all site operations, including facility maintenance, communications, security, information technology, environmental controls, water and wastewater systems, and the protection of government property. Interested parties may submit a capability statement by July 30, 2026, at 12:00 PM Eastern Time, demonstrating their ability to deliver electrical services using the current infrastructure without significant cost duplication or delays. Submissions must include evidence of responsibility under FAR Part 9, technical proof of capability, past performance in remote locations, and socioeconomic status information such as 8(a), Woman-Owned Small Business, or HUBZone designation. Responses that merely request information or lack clear, unambiguous evidence of capability will not be accepted, and the government will not reimburse any costs incurred in preparing submissions. This is solely a market research notice and does not constitute a solicitation for bids or proposals; the award decision will be based on the findings from this process.

POWER SUPPLYThis procurement is a total small business set-aside under FAR 19.5 for two specific uninterruptible power supply units, identified by their National Stock Numbers 6130-01-560-6282 and 6130-01-684-1998, with quantities of 21 and 15 units respectively. The solicitation is conducted on a brand name basis, allowing only products manufactured by MDF Technologies, and requires vendors to submit a letter from the original equipment manufacturer verifying their status as an authorized distributor or reseller; failure to provide this document will render the offer non-responsive. All submissions must include pricing that incorporates shipping costs directly into each line item, with separate shipping charges disqualifying the proposal. Technical acceptability is a critical evaluation factor, requiring strict compliance with the specified part numbers, packaging, preservation, and labeling standards per MIL-STD-2073-1E, MIL-STD-129P Change 4, and MIL-PRF-81705E, including ESD protection measures, wooden packaging for items over 50 pounds, and correct labeling with NSN, part number, purchase order number, and “COAST GUARD SFLC MATERIAL.” Items must be clearly marked “STORE INDOORS ONLY,” and barcoding is explicitly not required. The vendor must maintain an active registration in SAM.gov, not be debarred or suspended, and meet the small business size standards defined by the SBA. Evaluation is based on a trade-off process that prioritizes technical acceptability and past performance over price, with price considered as a secondary but still significant factor. Delivery must conform to the required schedule, and vendors unable to meet the deadline must indicate their earliest possible date. The contract includes numerous mandated FAR clauses related to ethics, whistleblower protections, prohibited contractors (including Kaspersky Lab and inverted domestic corporations), privacy training, and compliance with federal statutes governing procurement integrity, labor, and procurement-sensitive information. Invoicing is mandatory through the Invoice Processing Portal (IPP), and the delivery point is specified as the U.S. Coast Guard Surface Forces Logistics Center in Baltimore, Maryland. All proposals must be submitted by July 30, 2026, at 5:00 p.m., and must include accurate UEI and CAGE data in SAM.gov, along with completed representations and certifications under FAR 52.212-3.
