The Federal Bureau of Prisons, U.S. Medical Center for Federal Prisoners, Springfield, Missouri, intends to award on a Sole Source basis under FAR 6.302-1 to City Utilities of Springfield MO, 301 E. Central St, Springfield, Missouri 65802. The award is to be for the entire utility service requirements which includes gas, electric, water, and sewer. The performance period is anticipated to be Oct. 1, 2016 to Sept. 30, 2017. The following are the estimated requirements. Estimated monthly usage are as follows: Electric: 822,000 kWh, Gas: 134,000 Therm, Water: 11,000 CCF, and Sewer: 10,000 CCF. Quantities are monthly estimates only based on requirements and will not be guaranteed by the contract. Actual delivery schedule will be identified in the contract. The anticipated effective date of award is Oct 1, 2016. City Utilities of Springfield MO is the only known source for utility services in the Springfield Missouri area. This procurement will be a firm-fixed priced contract. This acquisition is Unrestricted and FOB destination. Delivery shall be made to the U.S. Medical Center for Federal Prisoners, 1900 W. Sunshine Street, Springfield, Missouri. Any vendor who believes they can meet these requirements shall provide written notification to the Contracting Officer by July 6, 2016, 4:00 p.m. CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed and must show competition would be advantageous to the Government. Responses received will be evaluated, however, a determination by the Government not to compete the proposed procurement based upon responses to this notice will solely be at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If no responses are received, the Government will proceed with the sole source procurement to City Utilities of Springfield MO. All vendors are hereby notified if your response is not received by the date and time specified in this notice, it will not be considered. Faith-Based and Community Based Organizations have the right to submit offers/quotes equally with other organizations for contracts which they are eligible.
