Request for Qualifications - Conn Dam Stability Assessment, Spillway Improvements, and Feasibility Alternatives Study
Solicitation # 2026-RFQL-054
The City of Napa Utilities Department is seeking a qualified consulting team through Request for Qualifications 2026-RFQL-054 to perform a stability assessment, spillway improvements, and a feasibility alternatives study for the Conn Dam. The project is driven by requirements from the California Department of Water Resources Division of Safety of Dams (DSOD), which identified that the existing spillway does not meet current Probable Maximum Flood (PMF) design criteria and raised concerns regarding the long-term geotechnical stability of the dam embankment. The selected consultant will be responsible for conducting comprehensive subsurface explorations, performing static and seismic slope stability evaluations, and recommending alternatives to mitigate spillway deficiencies. Additionally, the scope includes evaluating options to increase reservoir storage capacity to enhance water supply reliability and flood protection, while supporting future U.S. Army Corps of Engineers (USACE) feasibility studies. This procurement follows a Qualifications-Based Selection process per the Brooks Act, where the award is based on technical capability and experience rather than cost. Evaluation is a two-step process consisting of a Statement of Qualifications weighted at 70 percent and optional oral interviews weighted at 30 percent. A critical project milestone is the submission of a comprehensive geotechnical investigation report to the DSOD by December 31, 2028. The contract requires strict adherence to federal and state regulations, including 2 CFR Part 200 Uniform Guidance, the Build America Buy America Act, and various civil rights and accessibility certifications. Statements of Qualifications are due by October 29, 2026, via the City's Opengov procurement portal.

Synopsis Utilizing 3D Digital Design Data in Highway Construction - A Case Study This is a Pre-Solicitation notice (synopsis) for a full and open competition. The Federal Highway Administration (FHWA) has a requirement to conduct a comprehensive case study of how 3D digital design data was successfully used by both the owner agency and the construction contractor during highway construction. The use of 3D digital design data in highway construction can bring benefits and efficiencies to both the owner agency and the construction contractor and FHWA would like to showcase these benefits as well as issues encountered. Emphasis shall be placed on the data integration and data transfer standards that enabled such integration. The lack of uniformity of data formats has caused additional work and time for the highway industry in the data transfer. Also included with this case study is the identification of the elements, guidance, applications, etc. that are needed to develop means and methods for optimizing construction, earthwork balancing, equipment (Automatic Machine Guidance - AMG) control systems, and modeling software. The NAICS code for this requirement is 541330. The RFP will be released and available electronically at www.fbo.gov. Interested parties may register at the aforementioned site to receive a variety of procurement announcements/notifications. It is the responsibility of interested parties to monitor the FedBizOpps website for any amendments to the RFP package. NO OTHER PROCUREMENT INFORMATION IS AVAILABLE AT THIS TIME.
