Vandenberg Space Force Base (VSFB) Request for Information (RFI) for Space Launch Complex-9 (SLC-9) Out grantThe Department of the Air Force, through the U.S. Space Force's Space Launch Delta 30 at Vandenberg Space Force Base, has issued a Request for Information seeking interest from U.S. commercial space launch providers to obtain a real property use agreement for developing a small to medium vertical space launch vehicle capability at Space Launch Complex 9 (SLC-9). This undeveloped site is located in the northern region of the base’s South area and is intended for launch, recovery, and associated infrastructure to support Department of War, other federal agencies, and commercial customers. The selected provider will be responsible for financing, designing, constructing, operating, and maintaining the space launch infrastructure, meeting strict safety, environmental, and legal requirements including the preparation of environmental assessments and compliance with launch safety protocols. The outgrant will be issued under 10 U.S.C. § 2667, with terms including fair market rental value and other financial obligations borne by the respondent. The government emphasizes several key evaluation criteria: the suitability of the proposed launch vehicle within the small to medium payload class; the financial maturity and capability of the provider to invest private capital in site development; the technical readiness to commence operations within approximately three years; the potential contribution to the U.S. space industry and economy; and the ability to minimize adverse impacts on existing missions and infrastructure. Respondents must provide detailed technical, financial, and operational information, including launch capabilities, environmental impacts, safety plans, and infrastructure needs, in a submission limited to 30 pages. The RFI is for informational planning purposes only, carries no obligation to the government, and invites potential partners to schedule site visits. Responses must be electronically submitted by the specified deadline and comply with submission protocols, with the government retaining discretion to reject submissions or cancel the RFI.
