NASA’s Launch Services contract, initiated with a Request for Proposal in October 1999 and extended through an innovative on-ramp provision allowing a ten-year open period, facilitates the procurement of commercial launch services through an Indefinite Delivery Indefinite Quantity (IDIQ) framework. The contract has awarded task orders to key providers including Boeing Delta Launch Services, Lockheed Martin Commercial Launch Services, and Orbital Sciences Corporation. NASA continuously accepts proposals from both new and existing launch service providers twice annually, and potentially at other times as announced. This approach maximizes the utilization of commercial capabilities and processes to support NASA's launch needs. Proposals must adhere to strict requirements, including being submitted by domestic providers that are ISO 9001/2000 certified, with authorized corporate signatures, and must remain firm for 180 days. The solicitation emphasizes transparency and formal procedure, with all proposal submissions directed to a specific point at the Kennedy Space Center and requires detailed company information including DUNS numbers. Although the contract does not obligate NASA to award or cover costs related to proposal development, funds are expected to be available at contract award. The RFP, including attachments, forms an integral part of the procurement process, with provisions for question submissions and clarifications through designated contacts. The contract supports ongoing access to commercial launch providers while maintaining government oversight and compliance with domestic sourcing restrictions and quality standards.
