Full Description

Notice of Intent to Sole Source: Mission and Installation Contracting Command (MICC) - Fort Bliss, TX intends to issue a sole source award utilizing Simplified Acquisition Procedures to the Enchantment Aviation for services to provide aero medical services. The contractor shall provide two (2) dedicated aero medical ambulance aircraft for 61 consecutive days beginning on September 1, 2011 dedicated for US Army emergency medical transport use 24 hours a day, seven (7) days a week. Contractors and aircraft must be Commercial Aircraft Review Board (CARB) certified and as a minimum, the crew shall consist of a pilot, paramedic, and a Flight Nurse. The provider must also meet all regulatory requirements of the Texas Department of State Health Services and the Texas Administrative Code 157.12, Rotor-wing Air Ambulance Operations. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 621910, Ambulance Services, with a size standard of $7.0 million. This requirement has and continues to be performed by Enchantment Aviation. This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within six (6) calendar days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
