The Department of the Navy’s Fleet & Industrial Supply Center Norfolk, Virginia (FISCN) Ocean Terminal Division is conducting a market research effort to assist in the preliminary planning phase of a competitive sourcing initiative for Ocean Terminal Operations Services. This research, carried out in accordance with OMB Circular A-76 and FAR Part 10, aims to validate the appropriate business unit groupings of ocean terminal operations and to gauge industry interest and capability to potentially compete for these activities. The Ocean Terminal Division is responsible for managing the transportation, documentation, and security of U.S. Navy and Department of Defense cargo transported on both Navy and commercial vessels, including shipboard operations, container freight station operations, and documentation support for export and import cargo. This request for information (RFI) seeks input from interested industry parties to help shape future competitive sourcing decisions; however, it is not a solicitation and will not result in a contract award. The Navy encourages participation from all, including small businesses, to complete and return the provided questionnaire by the specified deadline. Information gathered will support decisions about whether to issue one or more solicitations for these services in the future. Respondents are assured their submissions will not be used to evaluate any subsequent proposals in a future solicitation. The point of contact for this market research is Laurie Cordell, Contracting Officer, available via email and phone. The effort underscores the Navy’s intent to explore strategic sourcing solutions to ensure efficient and effective ocean terminal operations at the Norfolk facility.
