V--Vessel Atlantic Ops Physical Inspections Draft RFP
Solicitation # DOIEFBO260006
The Department of the Interior and the Marine Minerals Administration are conducting market research via a Draft RFP for a Multiple-Award Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to provide offshore vessel services for physical inspections of renewable energy facilities on the Atlantic Outer Continental Shelf. The scope of work covers a geographic range from Virginia Beach, Virginia, to Martha's Vineyard, Massachusetts. The government is seeking industry feedback on the draft, specifically regarding CLIN structure, insurance requirements, evaluation criteria, and pricing for an anticipated Seed Task Order. The overall contract has an estimated maximum value of 30 million dollars over a five-year period, consisting of a 12-month base period and four one-year option periods. The anticipated Seed Task Order requires a DP2 offshore vessel equipped with a Walk-to-Work (W2W) transfer system to inspect up to 93 facilities during calendar year 2027. The contractor must be capable of continuous offshore operations for 45 days, with an endurance of 21 days without returning to port. Award will be based on a Best Value Tradeoff process, where technical capability and past performance are significantly more important than price. Key evaluation factors include vessel sourcing strategy, organizational conflict of interest mitigation, and small business participation. Comprehensive insurance coverage is required, including 10 million dollars in Bumbershoot/Excess Liability and 5 million dollars each for Protection and Indemnity and Vessel Pollution Liability.

The Captain will have ultimate authority and responsibility for the vessel and all personnel aboard and therefore retains the right to operate the vessel in a safe manner based on his/her best judgment. With this responsibility in mind, the Captain must ensure that enough crew members are on the vessel to run a safe 24-hour operation. For this reason, it must be agreed upon beforehand that some reasonable and safe level of support is available around the clock. ACCOMMODATIONS: 1.Vessel shall have at least nine (9) permanent bunks with mattresses and bedding available for personnel and additional permanent bunks for required crew members. Breakfast and lunch may be either hot or cold meals, but dinner shall be a hot meal. Meals shall be well balanced, nutritious, palatable and varied. If special dietary needs (e.g., low-sodium, vegetarian, diabetic, etc.) are required, NPS/USGS will notify the contractor at least 10 days prior to scheduled departure of the nature and number of special dietary requirements. SCHEDULE/DEPARTURE: 1. Research passengers/personnel will meet the vessel in Homer, Alaska to load equipment and supplies on the day before departure. Passengers/research crew will be responsible for loading supplies aboard the vessel in Homer, Alaska. Vessel must be available for loading of gear the day prior to charter and staterooms will be available for sleeping quarters (no food is provided on the loading day). 2.
