VA Loan Servicing

The Department of Veterans Affairs, through the Strategic Acquisition Center in Frederick, Maryland, has issued a draft solicitation for the Portfolio Loan Servicing Contract (PLSC). This firm-fixed-price contract requires a contractor to provide all resources necessary to manage loan servicing and loan sale activities, including the boarding of various loan types within seven calendar days and the maintenance of searchable electronic records for borrower communications. The performance period consists of a base period from FY27 through FY28, with four one-year option periods for a total of five years. Services will be performed at the contractor's site, and the contractor must comply with OMB Circular A-123 and maintain specific insurance coverages, including Fidelity Bond and Errors and Omissions insurance. Award will be based on a best value assessment where non-price factors are significantly more important than price. The evaluation follows a four-phased approach: Phase I screens for minimum operational capabilities (Pass/Fail), Phase II evaluates the technical approach (requiring a Good rating or higher to advance), Phase III assigns a risk rating, and Phase IV assesses past performance and veteran preference. Preference is given to verified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB). Proposals must be submitted in six distinct volumes with strict page limits and formatting requirements, including a requirement for proof of 50 million dollars in corporate funds or a line of credit.
