All technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, with the applicable revision determined by the solicitation issue date for simplified acquisitions or the RFP issue date for large acquisitions, unless an amendment supersedes it. The item is designated as a restricted source requiring engineering source approval by the government design control activity. Mercury and mercury-containing compounds are strictly prohibited from intentional addition or direct contact with the hardware, except for approved functional uses in specific items such as batteries, fluorescent lamps, instruments, sensors, controls, weapon systems, or chemical reagents specified by NAVSEA; portable devices containing mercury must be shockproof and include a secondary containment boundary per NAVSEA 5100-003D. Offerors must submit comprehensive documentation in accordance with MIL-T-31000, including manufacturing drawings, detailed process and inspection sheets, identification of critical process sources including forgings and castings, purchase orders, and a shock extension report compliant with MIL-S-901 and DI-ENVR-80706. If original OEM drawings are unavailable, an engineering analysis report must be provided detailing the development process, including reverse engineering procedures, sample counts, measurement methods, tolerance deviation rationale, and acceptance criteria, all to be forwarded to the engineering support activity for review. Government identification must be removed from non-accepted supplies, and any configuration changes require formal engineering change proposal requests for variance or deviation.
