AI Contract Overview
The International Telecommunications Union, operating under the United Nations, is conducting validation tests for no reference (NR) video quality metrics. These NR metrics are designed to analyze video quality using only pixel values, resolution, and frame rate, without needing the original reference video. Although three decades of research have yet to yield a metric accurate enough for commercial use, U.S. industry is highly interested in NR metrics for enabling automated quality monitoring and corrective feedback in video production systems. The U.S. Department of Commerce’s NTIA/ITS is collaborating in this effort, known as J.noref, by sourcing over 400 short video clips that represent a variety of filming scenarios and camera responses intended to challenge modern cameras in diverse ways. After acquiring this video set, NTIA/ITS will conduct experiments where human evaluators rate video quality. The NR metrics' estimations will be compared against these human assessments to validate their effectiveness. The clips will also be made available to researchers internationally and, for R&D purposes only, will be accessible via the Consumer Digital Video Library. This initiative follows the 2015 study on camera pixel count and monitor resolution, aiming to comprehensively compare how different cameras respond to variables like lighting, motion, scene complexity, and more. The contract is a small business set-aside and is being administered out of Washington DC, with the primary place of performance in Boulder, Colorado. Submissions are due by September 11, 2025.
