This contract is a solicitation issued by the Department of the Navy, NAVSUP Weapon Systems Support in Mechanicsburg, PA, for the repair of a Flow Control Valve (CAGE 00515, Ref. No. 108G2ER-0307281), under solicitation number N0010425QLD66, with responses due by August 18, 2025. The scope of work requires contractors to provide repair services that conform to all technical, operational, and quality standards, with final inspection and acceptance performed by the government. The contract is governed by firm-fixed-price terms unless otherwise negotiated, and contractors are instructed to quote unit and total repair prices, as well as to propose a repair turnaround time (RTAT) not exceeding the government’s requirement of 180 days. The asset’s RTAT is calculated from the contractor’s physical receipt as recorded in the Commercial Asset Visibility (CAV) system to its acceptance by the government. All repairs must comply with original manufacturer’s specifications and documented quality requirements, including government source inspection. The government allows for an option to increase the contract quantity within 365 days and may request earlier delivery where possible. Assets that do not meet the contracted RTAT will result in price reductions per unit per month of delay, except for excusable delays. Detailed provisions for packaging, marking, and documentation are specified, including reference to MIL-STD standards and various documentation distribution statements for technical data handling. Only authorized distributors of the manufacturer are eligible for award, and complete records of inspection must be maintained for at least one year after delivery. The contract enforces “Buy American” and applicable trade agreement clauses, and payment will be processed using Wide Area Workflow (WAWF) systems. Accelerated deliveries are encouraged, and in cases where an item is beyond repair, provisions exist for negotiation of a reduced contract price based on incurred evaluation costs.
