State Recreational Boating Safety (RBS) Grant Program
Solicitation # DHS-USCG-STATE-2027
The State Recreational Boating Safety (RBS) Grant Program, solicitation DHS-USCG-STATE-2027, is a federal formula grant program administered by the United States Coast Guard under the Department of Homeland Security. The program is not open to the general public; eligibility is restricted to designated state authorities or agencies. Its primary objective is to minimize loss of life and injury in recreational boating through three strategic initiatives: influencing boater behavior, engaging boat and accessory manufacturers, and leveraging recreational boating data. For Fiscal Year 2027, the program has an estimated total distribution of 126,888,345 dollars across approximately 55 awards, with individual grants ranging from 780,000 to 12,400,000 dollars. The project is supported by Measure A, Santa Barbara County's long-term transportation sales tax initiative, which allocates approximately $7 million toward Transportation Demand Management (TDM) strategies aimed at reducing congestion, enhancing air quality, and expanding commuting options along South Coast corridors. This funding promotes carpools, vanpools, transit, biking, walking, and employer-initiated commute programs such as telecommuting and flexible schedules. The goal is also to assist employers in addressing workforce retention, parking challenges, and regional job-housing imbalances by broadening sustainable travel choices. The current solicitation, titled "Vanpool Subsidy Request for Information" (RFI 2026-RFI-032), issued by the Multimodal Programs office in Santa Barbara, seeks input from industry stakeholders regarding a potential hybrid vanpool program. This program may combine private and publicly owned vanpool fleets, necessitating new administrative, billing, and data management approaches. The agency is gathering feedback prior to developing a formal procurement and invites responses by May 23, 2026. Point persons for the solicitation include Peter Williamson, a planner, and Haley DePass, a financial and procurement coordinator.

Full Description

This project is funded through Measure A, Santa Barbara County's voterapproved, 30year transportation sales tax program. Measure A dedicates an estimated $7 million to commuterfocused Transportation Demand Management (TDM) strategies that reduce congestion, improve air quality, and expand travel choices for residents and workers traveling along the South Coast corridors. Measure A funds support the formation of carpools and vanpools, increased use of transit, bicycle and pedestrian travel, and employersupported commute programs such as telecommuting and flexible work schedules. Where feasible, funds may be used in partnership with employers seeking to improve employee retention, reduce parking demand, and address the region's jobshousing imbalance by expanding commute options for their workforce. Eligible expenditures include planning, implementation, education, marketing, and incentives that increase the use of sustainable commute modes. As SBCAG evaluates how Measure A resources can best support longdistance commuters, the agency is exploring a vanpool program structure that may utilize both private fleet providers and publicly owned vanpool fleets. Because this hybrid approach may require new administrative processes, billing structures, and data reporting methods, SBCAG is issuing this RFI to gather industry input before developing a formal solicitation.
