The Department of State's Safety, Health and Environmental Management Office is seeking to acquire an in-vehicle video and data capture system designed to improve driver behavior and reduce the frequency and severity of motor vehicle incidents. The system must be capable of recording events triggered by forces exceeding specific thresholds, such as impacts, rapid acceleration or deceleration, swerving, and speeding, while integrating analysis tied to the Department's Smith System training to ensure feedback aligns with established fleet safety policies. Each recorded event must identify risky behaviors and assign a severity score. The system is explicitly prohibited from real-time vehicle tracking, and while audio recording is required, it must also have the option to disable this feature. Security and privacy requirements are stringent, mandating WPA2 or higher secure wireless data transfer and compliance with Federal Information Security Management standards. Data review must be conducted within the continental United States by U.S. citizens who have passed background checks. The successful contractor must demonstrate considerable experience with related overseas work in developing countries. Additionally, all current proprietary equipment will need replacement as part of this acquisition. This is a small business set-aside opportunity under solicitation number 19AQMM19R0181.
