The New York State Office of General Services (OGS) has issued a continuous recruitment solicitation for additional contractors to join its existing award for the procurement of Class 1 through Class 8 vehicles under Award 23166, originally awarded in November 2019. This contract enables authorized users across all counties in New York State to purchase or lease a broad range of vehicles. The solicitation remains open for new bids until May 13, 2029, or until a new solicitation is released, whichever happens first. Eligible bidders include dealers approved by OGS who serve as authorized distribution sources for original equipment manufacturers (OEMs), and they must meet specified minimum qualifications outlined in the solicitation documents available through the OGS website. This procurement is governed by stringent communication rules established under New York State Finance Laws §§139-j and 139-k, which restrict bidder interaction with the agency during the solicitation and award process. Non-compliance with these rules can result in disqualification and debarment from future contracts. The contract period runs from November 14, 2019, to November 13, 2029. Notably, there are no set-asides or subcontracting goals related to service-disabled veterans, minority, or women-owned businesses. The solicitation covers statewide vehicle acquisitions and currently there are no known past identical contracts awarded within the last five years. All inquiries and bid submissions are to be directed to the designated contact at OGS.
