The Social Security Administration (SSA) intends to negotiate with the American Association of Motor Vehicle Administrators, located at 4301 Wilson Boulevard, Suite 900, Arlington, VA 22203, on a sole source basis under the authority of 41 U.S.C. 253(c) and the Federal Acquisition Regulations (FAR) Subpart 6.302-1. These authorities provide an exception to the Competition in Contracting Act (CICA) when there is only one responsible source and no other supplies or services will satisfy agency requirements. SSA is developing an Internet-based Social Security Number (SSN) Replacement Card (iSSNRC) application to improve service to the public. iSSNRC will allow U.S. citizens who meet certain criteria to request replacement SSN cards online by completing an application and providing data from their U.S. State-issued drivers' licenses (DL) or U.S. State-issued identification (ID) cards as evidence of identity. SSA then needs to electronically verify that the DL or State ID card information entered matches the data on the issuing State's database for the document being verified. To ensure the identity the following data elements would need to be verified directly with the custodian of record: o First name o Last name o Date of birth (DOB) o State DL or ID number o State of issuance o Issue date o Expiration date (if present) o Street address line 1 o Street address line 2 (if present) o City o State o Zip code SSA has determined that AAMVA is the only responsible source who can provide verification services directly with the custodian of record for driver's license/state ID card information that includes all data elements. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Verbal responses are not acceptable and the agency will not provide consideration to any responses not in writing. This is a notice of intent and the agency has not issued a solicitation. Therefore, the agency will not respond to requests for solicitation copies and will not pay for information received in response to this notice. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the agency's discretion. The agency will consider information received in writing solely for determining whether to conduct a competitive procurement. Interested parties must submit any response to this notice no later than seven calendar days of this notice. If you have any questions regarding this notice, please notify the point of contact listed below.
