Amendment No. 0001 - The due date for proposals is extended to close of business on 01/09/2009. This is a combined synopsis/solicitation. The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and National Marine Fisheries Services (NMFS) is acquiring two (2) long line vessels, at a minimum, to participate in research efforts to develop Bluefin Tuna mitigation measures in the NORTHWEST Gulf of Mexico by substituting treatment hooks for half of the normal tuna hooks on 100 sets of long line gear during normal fishing efforts in accordance with Attachment A - Statement of Work. The approximate period of performance is from February 2009 thru June 2009. The vessel shall include a captain and crew, fuel, bait and all other necessary materials, except hooks (both control and treatment) which will be provided by the Government. All vessels are limited to providing fifty (50) sets over the life of the contract. It is not the intent of the Government to pay for all associated costs of a fishing charter as it is recognized that these vessels would already be conducting fishing activities. The intent of this contract is to pay for the additional labor required to substitute Government-provided hooks for the hooks the Contractor normally uses and to pay for participating in the research effort. Award will be made to the offeror whose offer is the best value to the Government. The Government intends to make a single award from this solicitation, however reserves the right not to make a award. 1. CLAUSES & PROVISIONS This solicitation will be conducted as a Commercial Item acquisition in accordance with Federal Acquisition Regulations (FAR) Part 12.
