The Puget Sound Naval Shipyard and Intermediate Maintenance Facility, acting under the Naval Sea Systems Command, is entering into a sole source contract with GE Inspection Technologies for the procurement of video probe replacement parts, including probes, tips, and a processor. This acquisition is conducted under the Simplified Acquisition Threshold per FAR 13.106-1(b)(1)(i) and is designated as an 8(a) sole source set-aside. The required items must be compatible with the Mentor Visual IQ probes in the SMARSE inventory, which are APL approved and authorized by NAVSEA for use in Type-I system internals. GE Inspection Technologies is identified as the only responsible source because they are the original equipment manufacturer and the parts are not interchangeable with those from other manufacturers. The company does not release its manufacturing specifications, making it the sole provider capable of ensuring system functionality. Awarding the contract to any other source would result in unacceptable delays or substantial duplication of costs. The contract, identified by solicitation number N4523A03016, requires delivery within 28 days from the date of award.

USE OF OTHER THAN FULL AND OPEN COMPETITION FOR AN ACQUISITION UNDER THE SIMPLIFIED ACQUISITION THRESHOLD I. BACKGROUND: 1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). 2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold. II. DESCRIPTION OF ITEM OR SERVICE: 1. Naval Sea Systems Command contracting activity Northwest Regional Maintenance Center/Puget Sound Naval Shipyard and Intermediate Maintenance Facility, Bremerton, WA. proposes to enter into a sole source contract with GE Inspection Technologies., 721 Visions Drive, Skaneateles NY, 13152 using simplified procedures for certain commercial items included in FAR 13.106-1(b)(1)(i). 2. GEIT is the OEM for the replacement parts (probes, tips and processor) ordered and these parts not interchangeable with video probes, processors or tips from other manufacturers. Parts ordered are required to be fitted to the GEIT Mentor Visual IQ probes that will be in SMARSE inventory. The Mentor Visual IQ is the latest generation video probe from GEIT and replaces the XLG3, which is no longer available due to its obsolescence. All GEIT probes are APL approved and have been authorized by NAVSEA for use in Type-I system internals. 3. This is one component of a multi component system that must be compatible with each other for system functionality. Only GE Inspection Technologies makes this exact part and they will not release manufacturing specifications. GE Inspection Technologies is the OEM for this equipment. 4. Required Delivery: 28 Days from date of award. III. THE DETERMINATION FOR USE OF OTHER THAN FULL AND OPEN COMPETITION IS BASED ON THE FOLLOWING: 1. ONLY ONE RESPONSIBLE SOURCE 2. Per FAR 6.302-1(a)(2)(ii) supply may be deemed to be available only from the original source in the case GE Inspection Technologies.
