JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN COMPETITION (1)Agency and contracting activity (FAR 6.303 2(a)(1)) This requirement is for the 174th ATKW. The contracting agency is the 174th ATKW/MSC. (2)Nature and/or description of the action being approved (FAR 6.303 2(a)(2)) Vindicator Alarm System Command and Control Upgrade. Brand name justification and sole source. (3)Supplies or services required to meet the Agency needs (including estimated value) (FAR 6.303 2(a)(3)) VCC2/SAW2 upgrades to Building 130 SCIF and Battle Lab. Estimated value $30,178.00. (4)Statutory authority (FAR 6.303 2(a)(4)) FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy Agency requirements. (5)The proposed contractor's unique qualifications require use of the authority cited above (FAR 6.303 2(2)(5)) Honeywell Vindicator is the current and only Intrusion Detection System on the Installation. All Vindicator products are trademarked. The items are produced by the manufacturer, and the manufacturer soley distributes the items through a single supplier in the world, United States, region, Arizona or identified market area. (6)Description of efforts to ensure that offers are solicited from as many potential sources as practicable (FAR 6.303 2(a)(6)) Previous contract for similar items was advertised on GSA E-buy and sent to other vendors. No offers received. One company referred Contracting to Vindicator Technologies. (7)Determination of fair and reasonable cost (FAR 6.303 2(a)(7)) Comparision to commerical price listing and comparison to previous contract for similar items. (8)Market survey (FAR 6.303 2(a)(8)) Items posted as a request for quote on GSA E-buy with no quotes received other than from Vindicator. Contacted FES Installations for a quote and they referred contracting to Vindicator. (9)Other facts supporting the use of other than full and open competition (FAR 6.303 2(a)(9)) Past experience supporting a sole source award. (10)List of sources, if any, that expressed a written interest in the acquisition (FAR 6.303 2(a)(10)) None. (11)Actions, if any, that are being taken to remove and overcome any barriers to competition before any subsequent acquisitions for the supplies or services required (FAR 6.303 2(a)(11)) None. (12)Technical requirements personnel certification (FAR 6.303 2(b)) I hereby certify that this justification and approval for other than full and open competition is made in good faith, that the supporting data and information are accurate and complete to the best of my knowledge and belief, and that I would not be making this request if it were feasible to fully compete this requirement.
