The California Department of Fish and Wildlife has executed Streambed Alteration Agreement EPIMS Notification Number ELD-60174-R2 for applicant Harinder Johl, pursuant to section 1602 of the Fish and Game Code. Located in El Dorado County at an unnamed tributary to the American River, the project involves mass grading for 31 single-family homes, including related roads and infrastructure. This work includes grading residential lots and road segments situated upslope and within approximately 100 feet of seasonal wetlands and ephemeral drainages within Hill View Estates. A key component of the project is the construction of the Unit 2 Crossing, a bridge over an ephemeral drainage designed to provide access to residential parcels along Road A. The crossing will feature a structural plate arch with a 29-foot span and an 8-foot 3-inch rise, supported by a concrete footing and engineered backfill. The design requires a minimum 10-foot setback between the bridge footing and the drainage edge, with rock slope protection or geotextile fabric applied as needed. A Notice of Determination dated January 29, 2026, confirms that the project will not have a significant environmental effect within the jurisdiction of the California Department of Fish and Wildlife, provided that imposed mitigation measures are followed.
