VINNYS 2ND AND 3RD FLOOR ABATEMENT PROJECT

The City of Torrington is soliciting proposals for the Vinny's 2nd and 3rd Floor Abatement Project (RFQ/RFP VAP-039-091726) to remove hazardous building materials from a property located at 245 E. Elm Street, Torrington, CT. Funded by a CT Department of Economic and Community Development Municipal Brownfield Remediation Grant, the project is estimated at 346,000 dollars. The selected contractor must be registered under DEEP's General Permit and adhere to OSHA asbestos regulations and prevailing wage requirements. The scope includes developing an Abatement and Renovation Work Plan, performing the abatement, and providing all necessary disposal documentation and laboratory results. The project is expected to commence in October 2026 and be completed by December 31, 2026, with an anticipated duration of 90 days. Proposals are due by 11:00 AM on September 17, 2026, and must be submitted in two sealed envelopes: Envelope A for qualifications and a 5 percent bid bond, and Envelope B for the cost proposal. Evaluation is based on the respondent's project understanding, proposed schedule, capacity, pricing, and personnel. The contract is subject to state compliance requirements, including spending allocation goals for Small Business Enterprises and Minority Business Enterprises, as well as CHRO non-discrimination standards. Required deliverables include a 100 percent performance bond and a 100 percent labor and material payment bond upon award. All waste packaging and labeling must strictly follow OSHA and NESHAP standards.
