The USDA Forest Service is seeking quotes through a competitive process to establish multiple Incident Blanket Purchase Agreements (I-BPAs) for Clerical Support Units to assist during fire suppression and all-hazard incidents across local, regional, and national levels. Contractors must provide all necessary equipment, materials, supplies, transportation, lodging, and trained personnel to meet or exceed the specified requirements, with the flexibility for the agreements to be used by other interagency cooperators under their respective terms. The resources will support efforts such as fire severity assessments, suppression activities, and incident management, with the USFS retaining the discretion to add additional contractors or resources annually through an open season process. Pricing should be based on a 16-hour daily shift, and vendors are encouraged to select the dispatch center closest to their resource location to ensure timely response and cost efficiency. The procurement will be conducted via the Virtual Incident Procurement (VIPR) system, requiring vendors to have a valid email, DUNS number, active SAM registration, and USDA Level 2 eAuthentication account. Interested vendors must submit their quotes electronically through the VIPR Vendor Application. The set-aside for this contract is a total Small Business Set-Aside, and the solicitation emphasizes the importance of socioeconomic status considerations in the award process. The contract aims to support emergency incident response efforts nationwide, with the opportunity for multiple awards to qualified small businesses.
