Virginia ABC Retail Stores Barware Products

The Virginia Alcoholic Beverage Control Authority is soliciting proposals under RFP 192-27-RFP to establish a term contract for the supply of barware products, including equipment, tools, and glassware, for resale in retail stores throughout Virginia. The contract consists of a one-year base period with four optional one-year renewals. Qualified offerors must submit their proposals electronically via eVA by October 26, 2026. The selected contractor will be responsible for furnishing, packaging, and delivering high-quality, new, and defect-free products, with a desired delivery timeframe of 14 calendar days after receipt of order. All items must be individually packaged to prevent damage and bear a valid manufacturer-assigned Universal Product Code (UPC) with black bars and numbers on a white background. Award selection is based on a best-value determination rather than the lowest price alone. Evaluation criteria include product offering and fulfillment capabilities, ordering system and technology, and offeror qualifications and experience. Contractors must designate a primary representative for account management and adhere to strict quality standards, replacing any defective or inadequately packaged goods at no cost to the Authority. Administrative requirements include providing a certificate of insurance, maintaining records for three years post-payment for audit purposes, and submitting a completed pricing schedule along with vendor data and state corporation commission forms. Payments are processed thirty days after the receipt of a proper invoice or the delivery of goods, whichever occurs later.
