Lewisville Independent School District (LISD) is seeking proposals from qualified vendors to develop and support comprehensive virtual and hybrid learning programs for students in grades K-12, in response to legislation from the Texas State Senate (Bill 569). The initiative aims to establish a flexible, engaging, and fully accredited online learning environment that complies with state standards, including the Texas Essential Knowledge and Skills (TEKS), and adheres to national quality online course standards. The program is designed to serve a diverse student population by offering full-time virtual education as well as supplemental online courses that support personalized learning pathways, thereby expanding access to virtual learning options across the district. The district plans to award the contract either to multiple vendors providing comparable services or a single vendor, based on what offers the best value. The initial contract will run from February 2025 to February 2027, with the possibility of two subsequent two-year renewal periods, contingent upon mutual agreement and approval by the LISD Board of Trustees. Vendors are encouraged to submit complete proposals by December 5, 2025, including all required documentation, as incomplete submissions may negatively impact evaluation. The contract's estimated value ranges from five to twenty million dollars, and interested parties can find additional details and submit proposals through the district’s procurement portal. The district emphasizes that responses should demonstrate compliance with legal and educational standards to be considered.
