AI Contract Overview
The Defense Information Systems Agency (DISA), acting on behalf of the Department of War, is conducting market research through Request for Information 842674441 to identify qualified vendors capable of delivering a standardized, enterprise-scalable virtualization platform to support approximately 700,000 subscriptions across the DoW’s global IT infrastructure. The goal is to replace the existing VMware environment with a unified solution that includes live migration, disaster recovery, application and data virtualization, AI-driven automation, and centralized administration, all while integrating with DoW enterprise architecture and cybersecurity frameworks. The platform must meet strict compliance standards, including DoD Impact Level 5 certification with a roadmap to IL6, support for CAC/PIV authentication via SAML 2.0 and OIDC, Secure Boot, shielded VMs, micro-segmentation, and full alignment with DoD STIGs and Secure Software Development Lifecycle practices. The envisioned acquisition vehicle is a five-year Blanket Purchase Agreement with one base year and four optional one-year periods, designed to provide cost-efficient, long-term sustainment, upgrades, and technical support. Responses are required to include a detailed migration strategy with rollback and business continuity plans, a non-binding Cost Range of Motion covering base and option years, and evidence of organizational capability such as OEM authorization, case studies from comparable federal agencies, and a technology roadmap aligned with sovereign cloud and AI trends. Offerors must submit information on their program management structure, training and adoption plans, security clearance availability for U.S. citizen personnel, and mitigation of organizational conflicts of interest. The submission must be a single consolidated document, limited to 20 or 25 pages depending on the version, excluding title pages and supporting letters, and must be emailed to designated DISA contacts by either May 4 or May 12, 2026, with a specific subject line format. The place of performance is Mt. Zion, Illinois, though the solution will operate across CONUS and OCONUS environments. No formal evaluation factors, contract clauses, or pricing data are included in this RFI since it is a market research tool not intended for award. All financial estimates are placeholder ROM values, and no contracting officer, COR, or payment office details are provided, as this phase is strictly informational.
