NOI - PCA-NHLBI-07088The National Institutes of Health (NIH), Office of the Director, Office of Acquisitions, is issuing a non-competitive combined synopsis/solicitation under solicitation number 75N98026Q00630 to procure two complete CD Leycom INCA Pressure-Volume Loop Systems along with associated accessories, disposable catheters, and platinum-level training and support. This procurement supports clinical studies conducted by the National Heart, Lung, and Blood Institute’s Laboratory of Cardiovascular Intervention under an Investigational Device Exemption. The purchase will be awarded as a firm-fixed-price order to CD Leycom BV, the sole worldwide manufacturer of this invasive conductance-catheter-based system, which holds FDA 510(k) market clearance for clinical use in human patients. Due to the unique capabilities of CD Leycom’s system and its regulatory approval status, no other vendor can provide an equivalent product, justifying the non-competitive acquisition approach. This acquisition is conducted under FAR Part 12.603 for streamlined solicitation of commercial products and services and falls below the simplified acquisition threshold. It is issued as a Notice of Intent without plans for full and open competition, referencing authorities including FAR 6.302-3(a)(2)(ii) and 41 U.S.C. 1901. The applicable NAICS code is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1,000 employees; however, this requirement is not set aside for small businesses. The solicitation incorporates provisions effective as of March 13, 2026, per the latest Federal Acquisition Circular. The response deadline is set for June 23, 2026, with point of contact information provided for coordination.

AI Contract Overview

The National Institute of Standards and Technology (NIST) is seeking information from capable sources regarding the provision of a high-speed, FPGA-based multichannel lock-in servo system that incorporates a visible range continuous wave tunable laser. This system must deliver gap-free tunability across multiple wavelength bands including 450-525 nm, 540-650 nm, 900-1050 nm, and 1080-1300 nm, with a minimum continuous output power of 200 milliwatts. Key performance requirements include laser linewidths under 1 MHz, polarization ratios greater than 100:1, intensity stability with less than 5% noise, and frequency stabilization with wavelength accuracy of 100 MHz or better. The laser system should be contained within a single platform with one pump laser and tuning mechanism, not require manual realignment or the use of toxic consumable dyes, and offer software control compatible with Python, allowing users to monitor alignment optimization processes. Following comprehensive market research conducted from July 2025 to April 2026, NIST determined that only Hubner Photonics Inc. appears capable of fulfilling these stringent requirements, prompting an intent to issue a sole source award under FAR 12.102(b). Interested parties are invited to respond by June 1, 2026, providing company details, capability claims, authorization status, potential barriers to procurement participation, size classification, and relevant contract experience, without submitting proprietary information. This solicitation is a combined sources sought and notice of intent to sole source, emphasizing that no contract commitment or awards will result directly from this notice. Questions must be submitted within five days of posting and will be addressed through amendments. Responses will be used by NIST to guide future procurement decisions related to the visible range continuous wave tunable laser requirement.

***THIS IS A COMBINED SOURCES SOUGHT NOTICE AND NOTICE OF INTENT TO SOLE SOURCE***

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing a high speed, Lock-in/Servo system. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Hubner Photonics Inc., 2635 North First Street #225, San Jose, CA 95134 (UEI: CPSNG6JWKZP6) under the authority of FAR 12.102(b) The North American Industry Classification System (NAICS) code for this acquisition is 334516.

NIST has a need for a visible range continuous wave tunable laser that meets or exceeds the following draft minimum specifications:

One (1) field programmable gate array (FPGA) based high speed multichannel lock-in servo system that meets the following requirements:

  1. The system must supply continuous wave laser wavelengths with at least 200 milliwatts (mW) power output at all wavelengths and gap-free tunability from 450-525 nanometers (nm) and 540-650 nm to address low densities of various energetically deep trap or color center states.
  2. The system must also supply gap-free tunable output from 900-1050 nm and 1080-1300 nm.
  3. The system laser output must not require manual intervention for re-tuning; i.e. does not require realignment during changing wavelengths.
  4. The system must exist in a single platform with one pump laser and tuning capability within one system to ensure proper alignment to the experiment during wavelength scanning.
  5. To avoid consumable toxic liquids, the system should not require laser dyes.
  6. The system must supply the following laser beam quality.
    1. laser linewidths < 1 MHz
    2. polarization ratios greater than 100 to 1
    3. Intensity stability with < 5% noise
  7. The software control of the system must allow users to view the alignment optimization process including but not limited to temperature scans of the crystals.
  8. The software control must be compatible with Python programming (ie by providing Python bindings or library)
  9. All electrical facilities requirements are 60Hz and based on 120 volts.
  10. Frequency stabilization and wavelength accuracy system, with a resolution of 100 MHz or better.

NIST conducted market research from July 2025 to April 2026 by speaking with colleagues, performing internet searches, and speaking with vendors to determine what sources could meet NIST’s minimum requirements.  The results of that market research revealed that only Hubner Photonics Inc. (UEI: CPSNG6JWKZP6) appears to be capable of meeting NIST’s requirements.
